AREA(S) OF CONSIDERATION:

  • Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship.
  • Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship.
  • Area III: All current and former members of the Connecticut National Guard with U.S. citizenship.
  • Area IV: All current Federal Employees from any agency.
  • Area V: All U.S. Citizens.

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION

This National Guard position is for a SEXUAL ASSAULT RESPONSE COORDINATOR (SARC) (Title
5), Position Description Number T5899000 and is part of the CT 103rd Airlift Wing, National Guard.

JOB SUMMARY: The primary purpose of the position is to be the single point of contact to coordinate response activities when a sexual assault is reported within their area of responsibility (AOR). Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response (SAPR) Victim Advocates (VA) at the tactical (e.g., command) level, SARCs will serve as team leads for SAPR VA teams.

SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to, be supervised, and evaluated by, and have direct and unimpeded access to the Supervisory Principal SARC. SARCs will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue.

Requirements
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Direct Deposit is mandatory.
  • Must possess a National Agency Check (NAC) prior to appointment in the position;
    Must be able to obtain and maintain a secret security clearance.
  • Federal employees currently serving in the competitive service must acknowledge they will voluntarily leave the competitive service by accepting an offer of employment for this NG Title 5 excepted service position.
  • U.S. Citizenship required.
  • Must possess a valid state driver’s license.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
  • Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position.
  • Must maintain active D-SAACP certification in accordance with Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03. Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.
  • Must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis; SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration.
  • Incumbent is required to serve a 2-year trial/probationary period.
