This is very responsible administrative and technical civil engineering work involving civil engineering project design and management, and construction inspection. Work involves responsibility for designing Civil Engineering and Public Works projects, such as drainage, roads and sidewalks and the supervision of Design Engineering Consultants. Duties include construction inspection, survey work, the review of developer site plans and investigating complaints from the public.
This position also has the responsibility for making difficult Civil Engineering technical decisions. The work requires that the employee have considerable knowledge, skill and ability in Civil Engineering design, and fieldwork.

- Serves as project manager during the design phase of complex civil engineering projects. Designs public works construction projects.
- Coordinates design activities with Public Works staff, consultants, utilities, state agencies and other town departments. Provides support for construction project administration personnel.
- Reviews subdivision and site plans, easement descriptions and other proposals for conformance with professional standards and Town requirements. Identifies corrective actions to be taken and confers with developers on plan changes.
- Provides technical assistance to Town officials, developers and the public on engineering matters.
- Confers on problems identified and provides professional opinions on technical questions.
- Prepares subdivision development bonds, storm drain agreements, and bond reductions.
- Prepares reports, forms and compiles information on completed work assignments and employee effort.
- Uses computer engineering software for roadway design, hydraulic, GIS, pavement management, etc.
- Assists in coordinating short- and long-term activities to assure personnel, materials and equipment necessary for projects and objectives.
- Provides technical assistance to Public Works employees in the field.
- Performs survey work, as necessary, with the assistance of Engineering Technicians.
- Prepares specifications and bid packages, evaluates bids, recommends contractors for awards, prepares change orders, processes progress payments.
- Maintains the Town's pavement history and historical database. Generates pavement repair and maintenance options and provides budget estimates for repair work. Reviews complaints from the public regarding drainage and other subjects, and recommends solutions.
- Considerable knowledge of Civil Engineering and Public Works project design principles and practices.
- Considerable knowledge of computer and engineering software packages, including AutoCAD. Ability to use Arc View is desirable.
- Good knowledge of public administration principles and practices as applied to a specialized work unit.
- Considerable ability to design difficult public works projects in accordance with accepted professional standards and Town requirements.
- Considerable ability to establish and maintain effective working relationships with coworkers, developers, contractors, other governmental agencies, and the general public.
- Good ability to communicate orally and in writing and to coordinate technical and specialized operational and administrative activities.
- Good ability to administer policies and procedures including scheduling, budgetary work, day-to-day problem solving and report writing.
- Good ability to lead a work group.
A bachelor's degree from a recognized college or university in civil engineering or Civil Engineering Technology plus four years of progressively responsible public works or construction engineering and design experience;
Connecticut certification as an Engineer In Training (EIT) required;
Connecticut Professional Engineer license desirable.
