Overview
To maintain control to monitor bureau of customs and border protection (customs), customer and company regulatory activity. Minimize potential liabilities to our customers and Fed Ex Trade Networks by ensuring that all regulatory activities are performed within time constraints.
Responsibilities- Train regulatory services analysts/specialists in assignments and cross-train them to ensure essential functions are performed timely during absences.
- Communicate with shippers, clients, company employees, US Customs & Border Protection (CBP) and other government agencies to obtain information or documentation required by CBP or client; clarify information as needed.
- Refer unresolved/major problems to the RSD manager; answer questions and solve problems within the department and with other departments.
- Sort and assign department incoming work to analysts/specialists to ensure regulatory time frames are met; monitor flow and quality of daily department responsibilities.
- Assist the RSD manager in development of department procedures; work closely with analysts to ensure all tasks are completed on time, including processing or correction of 70-90 service invoices per month.
- Provide prompt, accurate responses and guidance to 40-50 incoming calls per month from internal/external customers.
- Review monthly accounting discrepancy reports and coordinate with personnel to resolve issues; follow up as necessary.
- Represent the regulatory services department on cross-functional committees as necessary to solve problems and refine procedures.
- Consult with and advise customers when customs and other government agencies (FDA, Bureau of Alcohol, Tobacco & Firearms, DOT, EPA, Dept of State, FCC, DEA, U.S. Fish & Wildlife Service) become involved with a shipment; ensure timely resolution and compliance.
- Communicate with internal and external customers regarding inquiries/problems related to release and entry of imported merchandise to ensure compliance and avoid delays; address issues such as country of origin/marking, NAFTA, quota/visa restrictions, anti-dumping and countervailing duties, tariff classification, seizures, redelivery, documentation and agency requirements.
- Provide regulatory information/guidance to clients, shippers and employees at all levels and locations via in-person, phone, fax, letter and email; ensure accurate entry at the lowest possible cost.
- Conduct research using the internet, global trade data, internal resources and government agencies to compile information; develop arguments, create claims and protests to customs on behalf of clients.
- Resolve issues related to duty, tax, fees, valuation and classification to obtain refunds for company and clients; collect relevant data and prepare petitions to customs for mitigation or resolution of penalties and other notices.
- Submit requests for binding rulings to customs and ensure accurate entry; update product database with customs rulings and notices.
- Maintain up-to-date knowledge of customs regulations; disseminate information to internal and external customers; develop and maintain positive working relationships with customs and other agency personnel.
- Analyze entries related to disputed invoices; prepare claims or notify clients of determinations to ensure compliance and due diligence as a broker.
- Provide ongoing training to rsd/r&c analysts to ensure accurate, compliant entry; serve as a single point of contact for large, unmanaged accounts requiring specialized attention; attend client meetings and joint sales calls as necessary; participate in agency meetings to protect company and client interests.
- Lead and contribute to meetings with clients and agencies as needed to advance regulatory compliance and service objectives.
- Four-year college degree preferred or equivalent work experience.
- Ten (10) years industry experience in brokerage preferred.
- Customs broker's license preferred.
- Comprehensive knowledge of customs brokerage and other government agency regulations, harmonized tariff schedule of the US, general import/export procedures, and company operating procedures.
