Job Summary

The Grants Account Specialist plays a vital role in supporting the financial operations of Macedonia Development Corporation’s social service programs, particularly within the Illinois Clean Jobs Workforce Network Program, also known as the CEJA Workforce Network Program. This individual provides technical expertise in accounting, budgeting, and financial administration, ensuring that all fiscal activities align with program goals and regulatory requirements. The specialist monitors and analyzes financial transactions across a wide range of initiatives, maintaining accurate records and ensuring compliance with grant guidelines.

Funded by the Illinois Department of Commerce and Economic Opportunity (DCEO), our CEJA Workforce Network Program called “ESTL Workforce Hub” empowers job seekers with the skills and resources needed to excel in today’s job market in our region. Along with specialized technical job training within the clean energy field, the program provides job readiness support—from resume building and interview preparation to writing assistance—and access to certification testing to strengthen qualifications.

The ESTL Workforce Hub will also offer wrap‑around services and support in order to help participants overcome barriers to successful completion. By partnering with a network of hiring businesses, we connect individuals to genuine job opportunities, offering trusted referrals to a supportive employment ecosystem.

Key Responsibilities
  • Provide accounting information and technical assistance to subcontractors and sub‑recipients. Work with funding authorities to correct or adjust outages.
  • Report financial grant information from a variety of revenue sources with many element codes. Prepare a variety of reports, statements, records, analyses, and financial compilations for Federal, state, and local regulatory agencies with various reporting periods according to specifications according to program needs. Prepare grant closeouts and biennial reports.
  • Prepare, maintain, and track complex or extensive billings and financial information for their respective units.
  • Generate projections and forecast cash needs within programs. Prepare financial projections for RFPs, RFQs, and subcontracts. Bill on contract awards and prepare the necessary billing documents, as appropriate.
  • Track due dates and prepare reports for grantor agencies, verify invoices for allowable costs, and prepare monthly grant requests for reimbursement.
  • Maintain and document internal accounting controls as required by Federal, state and local grantors to ensure appropriate use of public funds.
  • Perform work using spreadsheets, databases, and word processing programs. Enter invoices and reimbursement requests.
  • Assist in development and implementation of administrative, program and subcontract budgets. Contribute to developing modifications to procedures and forms.
  • Calculate and execute electronic and manual fund transfers from grantor financial institutions to county bank accounts. Establish and use record‑keeping procedures, manually and through online data entry and wire transfer systems.
Requirements & Qualifications
  • Bachelor’s degree in accounting, Finance, or related field or Four years of progressive accounting experience.
  • Minimum of 2 years of experience in nonprofit or grant accounting.
  • Proficiency in Quick Books and Microsoft Excel.
  • Strong understanding of accounts receivable and invoice processing.
  • Familiarity with grant reporting and compliance requirements.
  • Knowledge of GAAP and fund accounting principles.
  • Excellent attention to detail and organizational skills.
  • Experience with federal, state, and local grants.
  • Ability to work independently and manage multiple priorities.
  • Strong communication and interpersonal skills.
Additional Requirements
  • Will work in an educational environment, collaborating closely with students, educators, and administrators. Flexibility in scheduling may be required to accommodate student needs.
  • Must have a positive attitude, strong work ethic and willingness to learn.
  • Position includes paid time off (PTO) but does not currently include a comprehensive benefits package, such as medical insurance or retirement plans.
