Strategic Commodity Manager: IT & DRE Procurement

About the Organisation

Public Services Delivery Scotland (PSD Scotland) supports the renewal and long‑term sustainability of health and care services across Scotland. It brings together expertise from NHS Education for Scotland and NHS National Services Scotland to accelerate national programmes supporting the NHS in delivering better care now and in the future. PSD Scotland provides education and training, tools and data that improve services, and runs vital national functions such as procurement, logistics and blood, tissue and cell services.

Decarbonisation and Renewable Energy (DRE) – A permanent post within the National Procurement, Commercial, Governance and Sustainability team, supporting the DRE category. The role requires specialist commercial and procurement expertise, particularly in wholesale energy markets and emerging sustainable heat and power solutions, to enable the NHS to accelerate the decarbonisation of its power and heating estate in line with Scotland’s climate emergency and 2040 Net Zero target.

IT (Software and Software Services) – National Procurement Commodity Manager responsible for all NHS Boards in Scotland with direct links to the Scottish Government Digital Health and Care. The post engages a broad supplier base, supports regulated procurement of IT and related services, and aligns closely with Scotland’s Digital Health and Care Strategy, Cloud First, and Once for Scotland initiatives.

We’re looking for a skilled procurement professional who can navigate complex procurement processes and deliver real value. The ideal candidate will have experience in strategic sourcing, supplier performance management and contract oversight, ideally gained in a regulated or technically demanding environment. A degree in Procurement, Business, Supply Chain or an equivalent discipline is required, and a current or working‑towards MCIPS qualification is desired.

Strong digital skills in data analysis and confident communication are essential. The successful applicant will be proactive, adaptable, and capable of managing own workload while contributing positively to a collaborative team.

Gyle Square, Edinburgh; or National Distribution Centre, Larkhall. The role is currently hybrid, with a work pattern of Monday to Friday, 36 hours per week. Applicants must be UK residents with entitlement to work in the UK.
