About the Organisation:

In June 2025, the Cabinet Secretary for Health and Social Care introduced two key frameworks: the Population Health Framework and the Service Renewal Framework (SRF). The SRF sets out an ambitious vision to drive innovation and enable more integrated delivery across Scotland’s health and care services. As part of this transformation, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) will come together to form a new organisation:
Public Services Delivery Scotland in April 2026. The new organisation will play a pivotal role in supporting the renewal and long-term sustainability of health and care services across Scotland. NHSScotland Assure provides a complete range of clinical, infection prevention, construction, engineering, environmental and facilities services to a range of stakeholders including Health Boards, Scottish Government and the wider public sector. The Directorate provides specific services and expert advice across its portfolio of activity. Outputs include specialist services commissioning, screening, national contracting and logistics, outbreak response, clinical protocols, technical standards and guidance, compliance reviews.

NHSScotland Assure’s core purpose is to deliver and co‑ordinate a diverse range of effective expert advice and support services in relation to national infection prevention control, construction, equipping and technical matters which support and improve health and well‑being services. Formed in 2021 it encompasses the previous services delivered by Health Facilities Scotland (HFS) and ARHAI Scotland, supplementing these with an integrated approach to improving quality in the healthcare environment and recognised as the Centre of Expertise across all related disciplines.

It plays a key national role in the development and publication of national operational policy, standards, strategy and technical guidance across a diverse range of areas including, Infection Prevention Control, Antimicrobial Resistance response, Property and Capital Planning, Engineering, Environment and Decontamination, Facilities Service, Equipping Services, Decontamination, Oxygen Therapy, Asset Management, Construction Procurement, Fire Safety, Healthcare Design services.

The successful candidates will support the delivery of an effective management and control mechanism for the creation, approval and delivery of change projects across NHSScotland Assure. They will manage the project plans, risks and resources (inc. third party contributions and other NHSS resources) to deliver outcomes to the appropriate level of quality, on time and within budget. They will provide Internal Consultancy & Quality Improvement services to NHS Scotland Assure.

There are four Project Manager positions available, sitting in two divisions of NHSScotland Assure:

Facilities (3 vacancies): The Project Managers will sit within the External Facilities Services Team, providing project management support to projects across the wider Facilities Services Division. This Division includes 3 key service areas:

• External Facilities Services provides technical and operational guidance to the Scottish Government and NHS Scotland bodies in relation to all aspects of healthcare facilities, supporting and improving health and well‑being in patient facing services. This includes the promotion of new initiatives in the specialist areas of catering, domestic, laundry, portering and security services.
• NHSScotland Assure Estates and Facilities Services provides services to the wider organisation (NSS/Public Services Delivery Scotland), managing a wide range of buildings across Scotland and providing a safe and fit for purpose working environment for staff and services across the organisation. This service includes the delivery of property management and governance, estates and facilities services, and fleet services.
