About the Organisation:

On 1 April 2026, NHS Education for Scotland (NES) and NHS National Services Scotland (NSS) came together to become Public Services Delivery Scotland (PSD Scotland). PSD Scotland will be the public sector’s national enabler of transformation, driving digital innovation, workforce development and Once for Scotland services to deliver efficient, equitable and future ready health and social care.

The Post:

The National Portfolio Director will provide executive-level national leadership for the NHS Scotland Business Services Portfolio, including the Business Systems Programme, a critical national transformation initiative across NHS Boards in Scotland to replace legacy corporate systems and establish a single integrated Enterprise Resource Planning (ERP) platform across NHS Scotland.

The programme will enable transformation of key corporate functions, including Finance, Human Resources, Payroll, Procurement and associated business services, supporting greater consistency, efficiency, improved data quality and reporting, strengthened workforce planning and financial management, and a foundation for future shared services and wider public sector reform opportunities.

The scale of change is significant. The Portfolio must integrate national technical capability with diverse local services, operating models, workforce practices, data environments and customer expectations across Scotland. Success will depend on strong portfolio leadership, strategic negotiation, cross-Board alignment, effective governance, integrated assurance and the ability to secure collective ownership of outcomes across NHS Scotland and its delivery partners.

The Candidate:

The job requires a highly credible and experienced senior leader with a strong background in both digital and business transformation and the vision, leadership capability and political awareness necessary to provide direction to this new national transformation initiative for NHS Scotland.

Holding a relevant professional qualification in portfolio management with a strong track record of successful ERP implementation, you will bring extensive senior leadership experience of major digital and business transformation portfolios.

Location and Working Pattern:

Gyle Square, Edinburgh or hybrid

Monday to Friday, 36 hours per week

It is a condition of this employment that you must live and remain a resident within the UK and have entitlement to work in the UK for the post in which you will be employed.
