HSE Lead

Location: Edinburgh

Salary: £45,000 - £65,000 per annum (dependent on experience)

The Role

We are currently seeking an experienced HSE Lead to join a major industrial construction project based in Edinburgh. This is an excellent opportunity for an established health and safety professional to take ownership of site safety performance, ensuring the highest standards of compliance across a complex engineering and construction environment.

The successful candidate will provide leadership and guidance to site teams, champion a proactive safety culture, and ensure all activities are carried out in accordance with current UK legislation and industry best practice.

Key Responsibilities
  • Lead, mentor and support the site Health, Safety and Environmental team, ensuring consistent implementation of company health and safety procedures.
  • Promote a positive health and safety culture through visible leadership, coaching and engagement with project teams and subcontractors.
  • Ensure compliance with all relevant UK health and safety legislation, including the Health and Safety at Work Act, CDM Regulations, and associated HSE guidance.
  • Develop, review and approve Risk Assessments, Method Statements (RAMS), permits and safe systems of work.
  • Carry out regular site inspections, audits and behavioural safety observations to identify risks and ensure corrective actions are implemented effectively.
  • Investigate accidents, incidents and near misses, producing detailed reports and ensuring appropriate corrective and preventative measures are introduced.
  • Monitor health and safety performance, analysing trends and identifying opportunities for continual improvement.
  • Work closely with project management, supervisors and subcontractors to resolve safety concerns and maintain compliance across all work activities.
  • Deliver site inductions, toolbox talks, safety briefings and ongoing awareness campaigns to promote best practice.
  • Ensure accurate health and safety documentation is maintained, including inspection records, audit reports, incident investigations and statutory reporting where required.
  • Support project teams during client audits, internal audits and external inspections.
  • Assist with pre-construction planning by reviewing construction methodologies and providing practical health and safety advice.
  • Contribute to project planning meetings, ensuring health and safety considerations remain a key focus throughout delivery.
  • Monitor environmental and occupational health requirements, ensuring compliance with project standards and legislative requirements.
  • Produce regular performance reports and present key health and safety metrics to senior management.
Essential Requirements
  • NEBOSH Diploma (Essential)
  • Previous experience working as an HSE Lead, Senior HSE Advisor or Health & Safety Manager on industrial construction, energy, infrastructure or heavy engineering projects.
  • Strong knowledge of UK health and safety legislation, including CDM Regulations 2015.
  • Experience producing and reviewing RAMS, conducting audits and leading incident investigations.
  • Excellent communication skills with the ability to influence and engage personnel at all levels.
  • Strong organisational skills with the ability to manage multiple priorities.
  • Full UK Driving Licence.
Desirable
  • Membership of IOSH (GradIOSH/CMIOSH) or working towards Chartered status.
  • Environmental qualifications (IEMA or equivalent).
  • Experience working on large-scale industrial, power generation, process, petrochemical or manufacturing projects.
  • Internal or Lead Auditor qualification.
  • First Aid at Work qualification.
