Overview
The Ministry of Mental Health and Addiction manages Alberta’s recovery‑oriented system of mental health and addiction care, focused on prevention, intervention, treatment and recovery.

The Director, Capital Planning is responsible for leading the long‑term strategic capital planning for the Ministry of Mental Health and Addiction.

Responsibilities

Lead long‑term strategic capital planning for the Ministry, ensuring alignment with Government of Alberta goals and priorities.

Develop and review capital submissions for new building and renovation projects, assessing and prioritising requests in collaboration with the ministry Financial Planning team.

Prepare and submit capital funding requests to support the Alberta Government’s capital planning process.

Develop policies and procedures for effective implementation of the Ministry’s capital plan, including strategies to meet regulatory and operational requirements.

Ensure capital plans incorporate full life‑cycle cost considerations and long‑term implications for both capital investment and grant projects.

Provide direction for policy research and analysis, producing sound, evidence‑based recommendations to inform decision‑making.

Oversee development of decision documents required for Treasury Board, Deputy Minister Capital Committee, and Cabinet considerations.

Manage grants and contracts that support capital infrastructure development, ensuring compliance with standards and guidelines.

Collaborate with stakeholders and Alberta Infrastructure representatives to ensure approved capital projects are implemented in accordance with government policy and standards.

Evaluate existing facilities and maintain effective policies and procedures, ensuring infrastructure meets ministry mandates and service delivery needs.

Qualifications

Required:

A University degree in a related field, supplemented by seven years related experience.

Experience or education may be considered as an equivalence on a one‑for‑one basis.

Assets:

Project Management Professional (PMP) certification is an asset.

Experience with software used to develop, manage, evaluate and monitor capital planning submissions and approvals.

Experience with the interpretation and application of capital funding policies, procedures, standards and guidelines to provide submission assistance.

Knowledge of relevant legislation and Ministry priorities (e.g., Mental Health Act, Mental Health Service Protection Act, Compassionate Intervention Act, Protection of Children Using Drugs Act).

Previous experience in a public sector or government environment.

Proven ability to lead cross‑functional teams and initiatives.
