The Development Officer I supports responsible community growth by helping residents, businesses, and builders navigate development and business licencing processes with clarity and confidence. This role focuses on lower‑complexity applications, front‑line service, and accurate administration to ensure approvals and information are provided consistently and in accordance with City bylaws, plans, policies, and legislation. Through responsive service and attention to detail, the position helps make development processes accessible, timely, and transparent.
ResponsibilitiesDevelopment Permit & Compliance Administration
- Reviews standard development permit applications for completeness and accuracy, and issues development permits for permitted and discretionary uses according to the Land Use Bylaw.
- Reviews Real Property Reports for compliance and issues Compliance Certificates accordingly.
- Works with Safety Codes contractor to receive building permit applications and issue building permits as required.
- Acts as the primary customer service touchpoint for development and business licencing applicants.
- Answers customer questions in a timely manner and provides advice and assistance as required.
- Reviews business licence applications and issues licences to ensure compliance with the Land Use Bylaw and Business Licence Bylaw.
- Monitors the status of applications and permits and follows up on outstanding documentation or conditions to ensure timely completion.
- Receives and follows up on complaints pertaining to the Land Use Bylaw.
- Responds to Land Use Bylaw complaints.
- Conducts site inspections as required.
- Prepares enforcement notices, and supports compliance monitoring for standard permits.
- Maintains complete and accurate records of issued permits and licences, compliance certificates, enforcement actions, and other departmental activities, to support efficient service delivery and regulatory compliance.
- Assists in the preparation of Safety Codes Audits and Annual Reviews.
- Assists in preparing materials for Council meetings, Public Hearings, and Open Houses for Development files as required.
- Maintains the Development section of the City's website.
- Facilitates public education initiatives and comprehensive current knowledge of applicable legislation, new trends and literature.
- Post- secondary certificate or diploma in Office Administration is an asset.
