Human Resources Advisor

Permanent Full-Time 1.0 FTE (37.5 hours/week)

$36.00 CAD per hour to $45.81 CAD per hour

Reporting to the HR Manager, the HR Advisor provides consistent, solution focused HR advice and coordination across the Primary Care Network (PCN), collaborating with PCN Executive Leadership, Program Managers, Supervisors, and Employees. The role supports HR policies, programs, and practices and provides guidance on recruitment, employee relations, performance management, leaves, disability management, workplace safety, and other employment matters.

The HR Advisor assesses needs, identifies risks and trends, develops recommendations, and supports Managers in implementing approved HR actions. The position exercises professional judgment and independence within established policies, procedures, legislation, employment agreements, and delegated authority, maintaining regular communication with the HR Manager and seeking direction as required.

The role operates within established reporting lines and escalates complex, sensitive, high-risk, or significant matters to the HR Manager. Final decision‑making authority for hiring, termination, compensation, policy approval or interpretation, organizational changes, significant employee relations matters, and other matters reserved for the HR Manager or PCN Executive Leadership remains with the designated authorities. The HR Advisor maintains alignment with the HR Manager’s direction and organizational priorities.

This position is Monday to Friday, in‑person, at the EOPCN central office.

KEY RESPONSIBILITIES & DUTIES

• Provide independent, practical HR advice to Program Managers and Supervisors on employee relations, performance, attendance, accommodations, workplace issues, and employment matters; assess risks and trends and recommend improvements to HR policies, practices, processes, communication, and manager support.
• Partner with Program Managers and Supervisors on workforce planning, job requirements, recruitment strategies, job descriptions, screening, interviews, selection documentation, and candidate experience.
• Coordinate recruitment activities, including postings, application screening, pre‑screening, interview scheduling, reference checks, offers, candidate communications, and recruitment reporting; support fair, consistent, and documented selection processes without final hiring authority unless delegated.
• Coordinate STD, LTD, medical leave, accommodation, return‑to‑work, and WCB processes, including documentation, timelines, communications, absence tracking, and follow‑up; elevate complex accommodation, disability, safety, or legal matters as required.
• Support workplace injury and illness reporting, incident documentation, OHS follow‑up, and safety initiatives; participate on the Health and Safety Committee and contribute to safety reporting, education, and continuous improvement.
• Maintain accurate, secure, and confidential HRIS and personnel records, including hires, terminations, transfers, leaves, position changes, certifications, and other employment updates, in accordance with privacy and records retention requirements.
• Prepare workforce reports, metrics, and trend analyses; ensure HR data accuracy, completeness, and compliance and improve reporting and documentation practices.
• Coordinate onboarding and offboarding, including documentation, payroll notifications, access changes, and personnel records; provide benefits information and coordinate with employees, payroll, and benefit providers.
