The Geographic Information Systems (GIS) Tech provides expertise in GIS and data analysis to support capital planning, program analysis, student accommodation, and strategic planning initiatives. This role involves creating, managing, and analyzing geographic data to inform decision-making and optimize resource allocation. Successful candidate will work closely with the GIS Business Intelligence Analyst to support the development, maintenance, and ongoing data needs of the department’s integrated planning data platform.

By collaborating with internal and external stakeholders,this role ensures accurate and timely data management, contributing to the Division’s long-term planning and operational efficiency.

RESPONSIBILITIES Data Management
  • Develop and manage the Educational Planning Services database;
  • Manage master data, including creation, updates, and deletion;
  • Create best-practice reports based on data mining, analysis, and visualization;
  • Coordinate with IT regarding servers and database access and maintenance;
  • Ensure data is complete, accurate, and entered on a timely basis;
  • Prepare and maintain source data in a structured, validated format to support integration with the department’s data platform.
Planning, Implementation, and Data Analysis
  • Provide data analysis, reporting, and decision-support insights to support capital planning, student accommodation strategies, enrolment planning, facility information management, and other cross-functional initiatives.;
  • Monitor and analyze student distribution, enrolment trends, school utilization, and demographic changes to support planning and operational decision-making;
  • Prepare analytical reports, forecasts, and data visualizations using a variety of data sources to support student accommodation planning, capital planning, enrolment forecasting, and socio-demographic analysis;
  • Support the implementation of planning initiatives by collecting, validating, and interpreting data to inform recommendations and business decisions.
System Management and Coordination
  • Coordinate with IT to set up and maintain ArcGIS Enterprise environment for efficient data management and map services across the organization;
  • Coordinate with Baragar Systems to ensure ECSD’s data is up to date;
  • Manage GIS users and user roles, providing software troubleshooting and training end-users on applications and dashboards;
  • Update and maintain GIS and planning dashboards and applications, and support the integration from the source systems to ensure accurate, timely, and accessible information for planning and decision-making;
  • Ensure systems and software are up to date;
  • Work closely with the GIS Business Intelligence Analyst to support the build-out and ongoing operation of the integrated planning data platform, including data preparation, quality assurance, and day-to-day data maintenance.;
Student Data Management and Student Accommodation Planning
  • Geo-code students for departments and integrate Power School information into GIS files;
  • Ensure accuracy of data regarding address, age, grade, program, attending school, and designated school;
  • Publish GIS data to ArcGIS Server and perform spatial analysis using ArcGIS and SQL Server;
  • Compile data to identify priorities for new school construction.
Consultation, Communication, Committees, and Projects
  • Mentor new staff on GIS applications and capabilities;
  • Provide guidance and advice in areas such as neighborhood demographics, pre-enrolment processes, enrolment limits, and forecasting;
  • Collaborate with different ECSD departments and provide GIS support;
  • Participate in cross-Division committees and projects and represent the Division’s interests in meetings with external agencies.
QUALIFICATIONS
  • A two-year diploma in Geographic Information Systems or a related field; and three years of directly related experience, preferably in government operations;
  • Proficiency in using ESRI products (ArcGIS Online, ArcGIS Enterprise, and ArcGIS Pro);
  • Experience with AutoCAD is considered an asset;
  • Knowledge of spatial data maintenance, including creating, updating, quality checking, and metadata;
