General Manager, Operations Services Division (Road Maintenance & Drainage, Engineering, Public Works and Agriculture & Environment Services)

Parkland County has an opportunity for a permanent, full-time General Manager, Operations Services Division position in the Executive Administration Department. Reporting to the Chief Administrative Officer (CAO), the General Manager oversees the municipal functions and services provided by the Road Maintenance & Drainage Services, Engineering Services, Public Works Services and Agriculture & Environment Services departments. As a member of the Senior Leadership Team, this position works collaboratively with the CAO to translate Council’s strategic objectives into actionable goals;

and plans and implements departmental initiatives and objectives aligned with the corporate strategic plan and corporate business needs. This position also champions and promotes positive collaboration, connection and a respectful work environment within the Division and organization to support the demonstrated commitment to the core values of Service, Teamwork, Attitude, Respect and Safety.

Ideal Candidate
  • A Bachelor’s Degree in Engineering, Environmental Management, Business or a related field is required. A Master’s Degree in a related program is considered an asset.
  • Certified Local Government Manager (CLGM) or similar accreditation is an asset.
  • A minimum of ten (10) years of progressive senior leadership experience, with some experience or exposure in a public sector environment.
  • Experience working in or overseeing functions and services provided by Road Maintenance & Drainage Services, Engineering Services, Public Works Services and/or Agriculture & Environment Services departments.
  • Public relations skills, political acumen and the ability to foster and maintain effective working relationships.
  • Demonstrated commitment to innovation, motivating teams and promoting exceptional service delivery.
  • Technical proficiency with MS Office, including Outlook, Teams, Word and SharePoint.
  • Possession of a valid class 5 driver’s license and satisfactory driving record is required.
The total rewards package for this position includes:

A starting annual salary of $178,200 to $200,400, with a maximum earning potential for this pay range of $225,400 based on a 35‑hour work week and option to join the Earned Day Off Program.

In addition, extended health and dental benefits, pension through LAPP and optional APEX pension, access to our confidential Employee and Family Assistance Program, paid sick time, four (4) weeks vacation plus five (5) extra management days per year with your birthday off, and access to up to seven (7) personal days per year.
