Responsible for administrative and operational functions of the County's Community Mental Health Board as outlined in the Community Mental Health Act; implements Board policy in accordance with Act; supervises staff of one professional and monitors all contractual services of the Board; serves as Board representative.
Examples of Duties and Responsibilities
- Development of the One- & Three-Year Strategic Plan in accordance to the Community Mental Health Act
- Confers with DMH, DASA, IPC, DDD and other State entities in the development of annual and long-range plans/programs pertinent to service and resource needs in the County; directs local planning process with service system participants
- Write and publish an annual report
- Prepares and monitors annual budget draft in conjunction with the Board Finance Committee
- Establishes framework for service application and allocation processes consistent with Board needs and requirements
- Develops annual service contracts/agreements and monitors to ensure compliance (service levels and financial information)
- Manages community service budget and administrative budget of the Board in conjunction with the Board Finance Committee
- Performs review and completes responsibilities of the as outlined by legislative mandate
- Represents the Board at appropriate public meetings with governing boards of contract agencies, County administration business, etc.; serves as liaison to State departments and agencies
- Provide community systems leadership for behavioral health related issues with councils, coalitions and associations and special interest groups
- Provides presentations to the community to convey information about the funding priorities and authority of the Mental Health Board
- Maintain active membership with the Association of Community Mental Health Authorities of Illinois (ACMHAI) work protecting community mental health act, legislative advocacy, and advancing behavioral health
- Performs grant writing, administration and management of flow through federal, state and local grants;
Provides information for grant proposals to community agencies - Develop and institute behavioral health publicity and marketing utilizing all local media outlets
- Performs other duties as requested or required by the Board or assigned which are reasonably within the scope of the duties listed above
Minimum Qualifications
A master’s degree in behavioral sciences, Human Services, or a bachelor's degree with five (5) years related experience are required.
Physical Requirements
Sit for extended periods of time. The employee is required to walk or move up to 200 feet from primary desk. The employee is occasionally required to stand and stoop, kneel or crouch. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and distance vision.
