The purpose of this classification is to plan, organize, and manage the overall command of law enforcement activities and critical incidents during each patrol shift in order to preserve public peace, protect lives, property and rights of the public, and enforce statutory laws and municipal ordinances.

ESSENTIAL JOB FUNCTIONS

The following duties are representative of this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Supervises daily work of an assigned shift, working alongside officers; establishes work priorities based on available manpower and assists subordinates with concerns; makes work assignments, monitors workload of subordinates and makes appropriate adjustments; ensures work is completed in an efficient and effective manner; prepares and administers daily briefings to members of the department regarding relevant activities from the previous shift.
  • Plans, prioritizes, assigns, and reviews the work of subordinate officers involved in traffic and field patrol, investigations, crime prevention, community relations, and/or related services; prepares and administers briefings; assigns patrol zones; reviews, interprets and enforces policies and procedures; ensures adequate training and necessary resources to carry out duties effectively are provided; makes scheduled and unscheduled inspections; participates in the selection of new officers;

    reviews reports and records prepared by staff; prepares paperwork associated with shift activities.
  • Supervises and directs assigned staff, processing employee concerns and problems, directing work, counseling and promoting professional development of subordinates.
  • Provides foot and vehicle patrol of businesses and neighborhoods to detect and prevent crime and unusual situations which might result in a need for police intervention; responds to major crimes, accident scenes and emergencies; determines the need for police action during emergencies; enforces traffic laws and regulations; provides leadership at special events.
  • Performs investigative duties; processes crime scenes; gathers information and writes reports; interviews witnesses, victims, and suspects; collects and secures evidence; recovers stolen property; searches homes, vehicles, and people; arrests suspects; fingerprints and photographs arrestees; conducts surveillance; testifies in court.
  • Prepares reports and compiles statistics.
  • Conducts daily briefings; reviews cases with the District Attorney.
  • Performs a variety of administrative duties including obtaining and assigning the service of legal documents; completing/reviewing accident reports; maintaining traffic, criminal and other department records.
  • Answers questions; provides information; resolves complaints from the general public, other agencies and community groups; coordinates and/or assists activities with other law enforcement agencies.
  • Notifies town officials of problems that affect town facilities.
  • Engages in public relations and community service activities and events to promote a positive image for the department and to build a cooperative and collaborative relationship with the community; serves as liaison between the town's churches, civic groups, businesses, and the police department; presents and conducts talks, lectures, and various speaking engagements on crime prevention subjects; works with various community programs including explorers;
    Adopt-A-Cop; community watch, DARE, honor guard, ALERT, and other school or public safety programs.
  • Performs other related duties as required.
Education and Experience:
  • Requires a High School Diploma/GED (associat degree preferred) and 3 years of experience; or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities.
Licensure, Certification, and Specialized Training:
  • General Law Enforcement Certification (intermediate or higher preferred)
  • NC Driver's License
  • 40 hours of Supervisory training preferred
Working Conditions and

Physical Requirements:
  • Must be physically able to operate different types of equipment and machinery including office equipment, law enforcement equipment and tools, safety equipment, firearms, communications equipment, etc.
  • Must be able to exert up to 50 pounds of force occasionally, and/or frequently lift, carry, push, pull or otherwise move objects; must be able to lift and/or carry weights of up to 100 pounds, and drag items up to 150 pounds.
  • Work involves walking, standing, running, climbing, reaching, bending, stooping, kneeling, crawling, and jumping for varying periods of time.
  • Must be able to defend one's self from assault and to restrain suspects of varying weights.
  • Wears body armor and other equipment.
