Job Overview

OCH Technologies is seeking a talented and experienced Technical Project Manager to lead the modernization of government IT systems. The role requires a strong technical background, excellent project management skills, and experience with government contracts and CMMI Level 3 processes.

Egg Harbor Township, NJ (hybrid remote possible)

Core Responsibilities
  • Lead and manage the technical project team throughout the software modernization effort, ensuring timely delivery of high‑quality results.
  • Manage project scope, schedule, and budget, ensuring alignment with contract requirements and CMMI Level 3 processes.
  • Serve as the primary point of contact for stakeholders, including government representatives, providing regular updates and managing expectations.
  • Collaborate with technical leads to develop and maintain project plans, risk assessments, and mitigation strategies.
  • Ensure compliance with government regulations and reporting requirements throughout the project lifecycle.
  • Facilitate communication between technical team members and non‑technical stakeholders, translating complex concepts as needed.
  • Contribute to proposal writing and identify opportunities for organic growth within the project scope.
  • Monitor industry trends and emerging technologies relevant to the project, recommending innovations when appropriate.
  • Mentor team members and foster a culture of continuous improvement and knowledge sharing.
Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Project Management, or related field.
  • 10+ years of project management experience, including 7+ years managing Agile software development projects.
  • Experience developing Project Management Plans, Monthly Status Reports, Quality Control Plans, Communications Plans, Monthly Financial Reports, and Task Order Transition activities for IT and Web Application Development projects.
  • Experience providing Program Management Reviews and briefings to high‑level Government customers.
  • Certified Scrum Master (CSM) or equivalent Agile certification.
  • Must be able to obtain and maintain a Public Trust security clearance.
Preferred Qualifications
  • 5+ years of experience managing Government Task Orders, including data management and system lifecycle documentation.
  • Project Management Professional (PMP) certification.
  • Experience overseeing front‑end development projects utilizing JavaScript frameworks, Java Spring Boot, or related Spring frameworks.
  • Experience with CMMI Level 3 processes.
  • Familiarity with Federal Aviation Administration, aviation, or flight tracking systems.
  • Experience with proposal writing and business development.
Required Skills & Abilities
  • Strong technical background with the ability to understand and discuss complex software architecture and development concepts.
  • Excellent communication and interpersonal skills, able to interact effectively with both technical and non‑technical stakeholders.
  • Proven ability to manage multiple priorities and adapt to changing requirements in a fast‑paced environment.
  • Strong analytical and problem‑solving skills.
  • Familiarity with government contracting processes and terminology.
  • Experience with risk management and mitigation strategies.
  • Ability to create and deliver compelling presentations and reports.
  • Strong leadership skills with the ability to motivate and guide cross‑functional teams.
