Environmental Compliance, Safety Engineer
To strengthen and safeguard this foundation, we are looking for a QHSE Officer for the Pilot Line. In this role, you support the management of the Pilot Line organisation in ensuring full compliance with legislation, permits, and the TNO Management System, while actively driving a strong QHSE culture in a high-tech manufacturing environment. As QHSE Officer for the Pilot Line, you are the central point of contact for Quality, Health, Safety and Environment within a complex manufacturing setting that involves the use of hazardous materials and gases.
You translate QHSE policies and legal requirements into practical, workable solutions for cleanroom operations, equipment engineering, and facility activities, ensuring a safe, compliant, and well-controlled working environment. You work closely with operations, engineering, facility and play a key role in embedding QHSE awareness into daily pilot line activities, from tool installation and process development to routine manufacturing operations. The new Pilot Line will be classified as an ARIE site (Aanvullende Risico Inventarisatie & Evaluatie).
responsibilities
- Ensure Pilot Line activities comply with QHSE legislation, permits, and the TNO Management System, with specific attention to integrated photonics manufacturing and safe handling of InP-related hazardous gases and chemicals.
- Coordinate and support QHSE-related roles within the Pilot Line organisation, such as Prevention Officers and Quality Contact Persons.
- Encourage timely follow-up and closure of QHSE-related action points, incident follow-ups, and improvement initiatives.
- Identify risks and improvement opportunities related to cleanroom operations, hazardous substances, technical installations, and facility infrastructure.
- Advise Pilot Line management on implementing and enforcing QHSE procedures specific to wafer processing, gas distribution systems, emergency response, and contamination control.
- Organise and facilitate periodic QHSE consultations within the Pilot Line and participate in TNO-wide QHSE coordination meetings.
- Monitor staffing, competencies, and training levels for QHSE and gas-safety readiness, including cleanroom and hazardous-gas certifications.
- Act as the Pilot Line representative in QHSE-related discussions and consultations, internally and externally.
- Proactively take initiative on QHSE matters and provide solicited and unsolicited advice, in close alignment with the management.
