SUMMARY

Reporting to the Manager of Operations, the Project Administrator acts as the lead technical representative for the oversight and administration of competitively bid transportation provider contracts. The employee possesses a significant level of specialized, technical, or functional expertise in paratransit, transit, and operations contract management and provides direct supervision to Operations Service Monitor level positions.

RESPONSIBILITIES
  • Supervises, directs, and oversees a group of employees in one or more sections or programs within a department.
  • Serves as the lead technical representative for the oversight and administration of competitive bid transportation provider contracts.
  • Places particular emphasis on operational safety and participates in collision/incident review meetings and contractor safety meetings.
  • Trains, evaluates, and coaches subordinate staff.
  • Analyzes the efficiency and effectiveness of paratransit operations at assigned contractor locations and works collaboratively with contractor’s General Manager and staff to ensure that the contractor is meeting Key Performance Indicators.
  • Assists with the development of scopes of work, contract amendments, operational bulletins, and policies and procedures; evaluates contract proposals, contract amendments, and performance letters.
  • Maintains contract files.
  • Works collaboratively with Access Departments including Customer Relations, Procurement, and Accounting to carry out essential duties and responsibilities.
  • Communicates policy changes and clarification to staff, contractors, riders, government agencies and social service agencies.
  • Reviews, interprets, and analyzes new and proposed contracts; takes appropriate action to address performance issues; informs management of issues; and ensures contract compliance concerns are addressed.
  • Conducts annual performance reviews for assigned staff.
  • Conducts on-site visits at contractor locations and assists subordinate staff with on-site audits.
  • Contacts stakeholders for the resolution of customer issues.
  • Works with government and social service agencies.
  • Delivers presentations to, and engages with riders at, community meetings and public hearings.
  • Delivers presentations to the Access Community Advisory Committee (CAC), Transportation Professionals Advisory Committee (TPAC), Board Committees, and Board Meetings.
  • Identifies opportunities to improve business processes and devise plans to implement these changes.
  • Supports Access’ emergency response, through the Access Emergency Operations Center, during activation for an emergency or disaster.
  • Completes special projects as directed, including but not limited to the development of policies, procedures, audits, operational bulletins, and operational analysis.
  • Additional duties relevant to the position may be assigned.
QUALIFICATIONS
  • Education: A bachelor’s degree with coursework in public administration or a related field.
  • Experience: Must possess at least two (2) years of paratransit operations experience.
  • Combination of

    Education and Experience:

    An associate’s degree with coursework in public administration or a related field, or significant progress towards a bachelor’s degree, with five (5) years of paratransit operations experience.
  • License & Registrations: Valid Class C California Motor Vehicle Driver License; license must not be suspended, restricted, or revoked; must have a driving record dated within the last thirty (30) days; no moving violations within the last two years.
  • Certificates: National Incident Management System (NIMS) and Transit Management and Paratransit Certificate Series from the University of Pacific; NIMS courses 100, 200, 300, and 700.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
  • Principles, methods, and practices of public administration, business administration, and contract management.
  • Project management practices and techniques.
  • Paratransit operations.
  • Pertinent federal, state, and local laws, codes, and regulations, including the Americans with Disabilities Act (ADA).
