Job Description

Founded in 1990, award winning AFG Group, Inc. provides a full range of program, project and construction management services to our clients - from project planning, definition, design, and construction, through commissioning, relocation, and move-in.

Project Manager

Provide project management support from scope development through construction and closeout for multiple improvements at existing land ports of entry. Work alongside GSA staff while retaining AFG employment and supervision. GSA personnel retain inherently governmental decisions and authority.

Responsibilities
  • Develop clear scopes of work, including design-only scopes; conduct site assessments, take measurements, and define project requirements.
  • Prepare Independent Government Estimates (IGEs), including quantities, labor, materials, equipment, and supporting cost assumptions; coordinate specialty estimating support with GSA when needed.
  • Assist GSA with procurement by developing technical scopes and supporting acquisition documents, responding to technical questions, reviewing proposals and cost estimates, and supporting negotiations as directed. Coordinate with designers, construction contractors, facility users, and GSA personnel.
  • Track scope, budget, schedule, issues, and closeout across multiple assignments; prepare clear project records and status updates.
  • Recognize fire protection, structural, civil, building enclosure, and other specialty needs; engage GSA subject matter experts and incorporate their guidance.
Qualifications and Knowledge

Required Capabilities

  • Demonstrated experience managing facility renovation and repair projects with sufficient independence to prepare scopes and routine estimates.
  • Ability to communicate with designers and construction contractors and understand specialist engineering and estimating advice.
  • Working knowledge of interior renovations, painting, lighting, inspection-area improvements, netting, and minor building or security work.
  • Ability to coordinate multiple assignments, maintain accurate records, and communicate effectively with government staff and facility users.
  • Availability to work from the designated GSA office, travel to assigned sites, and accommodate occasional evening or weekend work.
  • Ability to comply with security, access, and operating procedures at active federal facilities.

Preferred Qualifications

  • Relevant degree in construction management, engineering, architecture, or a related field, or equivalent directly relevant experience.
  • Prior GSA, federal facility, FMCSA, or land port of entry experience; familiarity with occupied operational facilities.
  • Proficiency with spreadsheets, project documentation, schedules, estimates, and common construction management software.
  • Relevant professional credentials such as CCM or PMP are desirable.
Work Schedule and Travel

Work from the designated GSA office and travel to assigned project sites in Texas and New Mexico. Coordinate field activities around ongoing facility operations, including occasional evening or weekend work. Follow applicable site safety, vehicle, and access procedures.

Physical and Environment Checklist
  • office work, computer use, document review, meetings, and verbal/written communication.
  • travel to active land ports of entry and construction sites; walking and standing during site observations, including uneven surfaces where present.
  • exposure during site visits to outdoor weather, construction noise/dust, and active commercial vehicle operations; comply with site controls and required PPE.
  • Site access may involve stairs and restricted inspection areas, subject to applicable site access and safety procedures.

As an employee, you could be eligible for:
