Position: COUNTY TAX ASSESSOR - COLLECTOR - INVESTIGATOR

Eligibility and License Requirements

ONLY candidates with an active TCOLE license and up-to-date TCOLE training will be considered for this position.

Acceptable Experience and Education

High school diploma or equivalent and five (5) years of experience in criminal/civil/medical investigations.

Prefer an Associate's Degree in Law Enforcement, Accounting or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required

Must have or obtain by date of hire a Texas driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

In order to access the County’s network and systems, a personal mobile smart device is required by the hire start date.

  • Licensed Peace Officer;
    Licensed Texas Peace Officer with TCOLE certification;
  • Must be bondable.
  • Continuous training as required by the Texas Commission on Law Enforcement (TCOLE).
Typical Duties

Conduct factual investigations, gather evidence related to cases, locate and interview witnesses, transport complainants and witnesses to and from court, serve subpoenas and arrest warrants, locate and retrieve documents and other materials, and coordinate investigations with local, state and federal authorities.

Write investigative reports; prepare evidence for court presentations; obtain police reports, certified copies of judgments, criminal histories and other documentation for trial; attend court proceedings; testify in court.

Respond to requests for information via phone or in-person; assist attorneys in preparation for civil and criminal trials, possibly with juvenile proceedings depending on area assigned.

Perform surveillance of suspects and defendants; take photographs of crime scenes; locate witnesses and complainants using computer systems and manual research.

Assist prosecutors and other investigators with case investigation requirements; obtain statements from witnesses, including statements of non-prosecution from complaining witnesses; document crime scenes through photographs, diagrams, and other means; research and locate individuals using online resources and other methods; substitute during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations.

Tax Office Duties

Enforce laws regarding ordinances, policies, procedures, and processes concerning motor vehicle registration and vehicle titles; conduct motor VIN vehicle inspections; confirm identity of motor vehicle and verify stolen vehicle status; conduct dealer and independent title runner audits; issue title and registration citations; conduct training classes; enforce El Paso County administrative rules on title service runners; recover monetary funds for returned checks; retrieve tampered/fraudulent titles;

ensure motor vehicle sales taxes are collected; maintain files on stolen vehicles, title rejections and related violations; act as security during peak times; investigate fraud, waste, or abuse; assist and support local, state and federal agencies on motor vehicle title and registration investigations.

Other Important Duties

Perform such other related duties as may be assigned. Members of the County of El Paso Emergency Response System are designated as Disaster Service Workers during proclaimed emergencies and may be required to train or perform certain emergency services.

Job Summary

Under general supervision, conduct investigations of criminal, civil or cause of death cases, or auto title examinations for all El Paso County registrations of motor vehicles, requiring simple to complex decision making.
