Job Summary
Directs the functions and activities for all clinical units within Health Services Department to include Case Management, Prior Authorization, Disease Management, Utilization Management, and Social Work. Directs, plans, and implements clinical goals and objectives to include creating policies and procedures for reporting units. Implements and monitors the clinical decision making process of clinical personnel that includes Social Workers, LVN and RN Case Managers.

Responsible for the development and maintenance of all clinical operations for the Health Services Department. Ensures proper training of Case Managers to promote inpatient and outpatient clinical decisions that are consistent with the health plan’s Utilization Management Plan and Case Management Process. Supervises clinical Associates in the delivery of clinically appropriate, strength-based interventions, and provides clinical oversight to the Case Management team to ensure the implementation of a holistic approach to service coordination.

Oversees Case Managers in the completion of assessments, individual service plans, and progress notes for health plan members who are enrolled in the case management program.

  • Demonstrated knowledge of resources combined with initiative in researching information relating to state regulations and standards.
  • Knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM –IV- TR).
  • Strong time management skills as demonstrated by the ability to prioritize activities and complete projects and assignments.
  • Demonstrate sensitivity to cultural diversity.
  • Ability to work with individuals from all social, economic, and cultural backgrounds.
  • Excellent working knowledge of community resources.
  • Proficient in the principles of case management, conflict resolution and creative problem solving.
  • Experience in group facilitation techniques.
  • Exemplary interpersonal skills.
  • Self-motivated and willing to take responsibility of the department and global aspects of clinical care.
  • Ability to plan, organize, direct and evaluate the productivity and the quality of work by case managers.
  • Ability to make logical and accurate decisions based on interpretations of program rules and regulations and administrative data.
  • Ability to interpret health plan programs to the public.
  • Ability to interact with supervisors, health plan members, medical professionals, and community agencies to establish effective working relationships.

Work Experience
One year of supervisory/management experience in case management, utilization management and/or managed care. Strong knowledge of case management principles, methods, and their application to the needs of health plan members.

License/Registration/Certification

  • If aRN, must have a current, active, unrestricted, license to practice as a Registered Nurse in the state of Texas.
  • If a SW, must have a current, active, unrestricted, Texas Social Work license and be in good standing with the Texas State Board of Social Work Examiners.
  • Certified Case Manager is preferred.

Education and Training
Bachelor degree in Nursing or Social Work is required. Master’s degree in Social Work is preferred.
