General Description
We are seeking a dynamic and strategic Business Services Manager to lead a high-performing team responsible for employer engagement, job placement, and workforce development initiatives across the Borderplex region. This role is ideal for a strong leader with experience in workforce programs, project management, and budget oversight who is passionate about creating meaningful employment connections and driving measurable outcomes.
The Manager will oversee recruitment and business engagement functions, support employer training initiatives, manage special projects, and ensure alignment with Texas Workforce Commission (TWC) performance metrics.
Responsibilities
- Lead, mentor, and support a team of Recruiters, Job Developers, Business Consultants, and Special Projects Career Navigators.
- Foster a high-performing, collaborative, and mission-driven team culture.
Performance & Operations Management
- Monitor performance goals aligned with TWC and local board standards, including job placement, retention, and training-related outcomes.
- Use tools like Symphony Notes, WIT, and Salesforce to track metrics and improve service delivery.
Project & Budget Oversight
- Manage multiple workforce initiatives simultaneously, including timelines, deliverables, and stakeholder communication.
- Oversee program budgets, track expenditures, and ensure alignment with contract milestones and compliance requirements.
Employer Engagement & Partnership Development
- Cultivate and maintain strong relationships with employers to assess workforce needs and develop customized solutions.
- Act as a liaison to resolve recruitment challenges, coordinate hiring events, and align upskilling programs with in-demand skills.
- Lead the implementation and performance of employer grants such as Skills for Small Business and Skills Development Fund.
- Support proposal development and ensure funds are used effectively to increase employer participation and job seeker placements.
- Stay abreast of local labor market trends, emerging industries, and skills demands.
- Translate market insights into actionable strategies for job seeker support, sector partnerships, and training investments.
- Champion continuous improvement by encouraging new ideas, streamlining workflows, and enhancing service models.
- Develop and test innovative placement, training, and retention strategies to support employer and job seeker success.
Reporting & Accountability
- Regularly report performance outcomes to leadership and funders, ensuring data accuracy, transparency, and impact alignment.
- Support internal audits, quality assurance, and documentation requirements.
Qualifications
- Bachelor’s degree in human resources, business administration, workforce development, or a related field preferred.
- Must be fluent in Spanish.
- Minimum of 4 years of experience in workforce development, business services, or recruitment, including direct employer engagement.
