University Medical Center of El Paso (UMC) is conducting a search for a dynamic leader to fill the Assistant Administrator of Planning, Design & Construction (Assistant Administrator) position in our Planning Design, and Construction Department. The Assistant Administrator oversees all physical plant construction, renovation, restoration, and major repair programs at any facility associated with UMC operations. The Assistant Administrator prepares and implements comprehensive business plans to facilitate achievement by planning cost‑effective operations and market development activities for Capital Bond and Engineering.

The ideal candidate must have knowledge in building systems and construction methods specifically in a health care environment. They will develop concepts and plans for capacity growth or change in service as well as capital upkeep and replacement. The Assistant Administrator provides advice to staff members in support of growth planning and implementation as it relates to buildings and facility campus.

They ensure the constant movement of direct areas towards fulfilling short‑term and long‑term objectives without diverging from the hospital’s strategic guidelines.

Experience/Education/Licensing Requirements
  • Seven (7) years of related construction management experience in healthcare facilities.
  • Bachelor’s degree in Engineering, Architecture, Business Administration or related field required; a master’s degree is preferred.
  • Work closely with Chief Operating Officer during the development of project scope and price. Differentiates between priority business needs and "nice‑to‑have" items to assist in determining project priority and resolving resource conflicts.
  • Work closely with user groups to learn all aspects of user requirements to provide effective advice and recommendation.
  • Ensure projects are completed on budget and schedule and that the projects incorporate the latest best practices.
  • Manage multiple large projects at one time working closely with Chief Operating Officer.
  • Develop and engage project teams using a competitive RFP process. Assist in guiding projects through local, State and Federal building restrictions and code compliance. Accurate budgeting, scheduling, logistics from conception through completion. Follow proper processes for pre‑validation, validation and request for full funding.
  • Takes a leadership role in finding new methods/approaches to execute work faster and more efficiently. Challenge assumptions and bring new ideas to the table that could benefit the entire department.
  • Maintain a vendor ranking and ensure we reinforce success by re‑engaging firms that perform excellently and value the relationship. Collect historical cost and schedule data for future cost and time predictions.
  • Ensure all parties on the project have executed a contract and provided all required insurances prior to commencing work. Ensure highest ethical standards when dealing with vendors and that business terms agreed are fair.
  • Prepare and implement comprehensive business plans to facilitate achievement by planning cost‑effective operations and market development activities for Capital Bond and Engineering.
  • Develop and execute the County Hospital’s business strategies to attain the goals of the Chief Operating Officer.
  • Provide strategic advice to the Chief Operating Officer to create an accurate view of the County Hospital direction and future for the assigned areas.
  • Ensure hospital policies and legal guidelines are communicated from the top down and followed at all times.
  • Communicate and maintain trust relationships with Chief Operating Officer, business partners and authorities.
  • Oversee the company’s financial performance of the various departments under the directive of this position.
  • Delegate responsibilities and supervise the work of management staff, providing guidance and motivation to drive maximum performance.
  • Read all submitted reports by lower rank managers to reward performance, prevent issues and resolve problems.
