Overview of the Position The U.S. District Court for the Western District of Texas is currently accepting applications for the position of Division Manager. The selected candidate will be responsible for the management of the Clerk’s Office in El Paso, Texas. The Division Manager performs a full range of high-level supervisory responsibilities. The incumbent is administratively and technically responsible for overseeing the work performed by employees in this divisional office.

As part of the Clerk’s management team, the Division Manager frequently interacts with Federal Judges and chambers staff, the Clerk, Chief Deputy, and administrative and operational management staff. In addition, the Division Manager works with the leadership team to develop short- and long-range improvement plans for the court, including the development, implementation, and refining of office policies, procedures, and programs.

This position reports directly to the Chief Deputy and is responsible for oversight of division staff who serve two U.S. District Judges, two Senior U.S. District Judges, and four U.S. Magistrate Judges.

The Division Manager performs duties and carries responsibilities such as the following:

  • Supervises the daily activities of a divisional office, ensuring the timely and accurate planning, scheduling, and completion of work. Structures and assigns the workload to effectively and efficiently utilize staff.
  • In collaboration with systems staff, designs, and prepares statistical reports that reflect the accuracy and timeliness of case processing activities. Compiles and analyzes information obtained in such reports in order to streamline work processes, gauge success of work initiatives, and develop and measure performance.
  • Establishes performance standards and uses mechanisms to measure employees’ level of success in meeting performance standards. Effectively reinforces the importance of confidentiality by ensuring no sensitive or confidential information is disclosed to others.
  • Effectively develops and coaches’s staff to achieve performance and developmental goals. Identifies opportunities for staff development and professional growth.
  • Coordinates with the Chief Deputy on matters such as productivity, procedural and policy issues and practices; assists in the development and administration of initiatives, provides information and observations regarding the impact of changes in practices resulting from initiatives or policy changes.
  • Assigns and explains work requirements to subordinate levels for new or changed rules, policies, practices, or procedures. Ensures adequate training is provided and staff participates as needed.
  • Frequently communicates and responds to requests from Clerk and Chief Deputy and drafts associated correspondences. Effectively and timely communicates with Clerk and Chief Deputy issues of concern or potential problems.
  • Ensures the timely preparation and submission of employee appraisals and development plans in accordance with policy. Uses effective mediation and problem-solving skills when managing conflicts in the workplace.
  • Displays effective skill in leading a team of employees in the implementation of new ideas and better work procedures, including process redesign and evaluating and implementing potential process improvements.
  • Ensures adherence to administrative and internal control procedures involving such things as collection, deposits and disbursing functions, property management, jury management, time and attendance and leave management, securing freelance/contract interpreters and proper use of information technology equipment and postage metering equipment.
  • Demonstrates an in-depth knowledge of federal and local rules and court policies and procedures. Maintains a working knowledge of the procedures used by employees in completing their duties. Displays and applies a thorough knowledge and understanding of judiciary audit standards and stewardship principles and ensures operational compliance. Clearly understands and promptly complies with reporting requirements of the Administrative Office.
