Education and Experience

A bachelor's degree or higher in business, public administration, management, or a related field, and three (3) years of professional administrative support experience.

Licenses and Certificates

Some positions may require a Texas Class C Driver's License or an equivalent license from another state.

Roles and Responsibilities
  • Serve as a key lead in the oversight and maintenance of contract and regulatory compliance for grant‑funded agencies, programs, or City contractors.
  • Monitor, review, coordinate, and supervise contract and regulatory compliance work throughout the project.
  • Oversee and review contract documents for competitive bidding and procurement of services, including labor, materials, equipment, transportation, and related costs; coordinate, schedule, and attend pre‑construction conferences.
  • Monitor contractors and enforce compliance with contract provisions, federal regulations, insurance requirements, submittal requirements, apprenticeship provisions, wage rates, and minority subcontract participation.
  • Oversee monitoring of rental rates for housing built with federal funds to ensure compliance with construction grant agreements.
  • Oversee and monitor marketing practices of grant recipient landlords to comply with affirmative marketing grant stipulations.
  • Oversee investigations of contractor qualifications, contract performance, and compliance with specifications and federal requirements; lead inspections, payroll verification, and job‑site interviews to assure compliance with wage scales.
  • Investigate and address alleged discriminatory procurement practices, wage and salary disputes, and approve appropriate corrective actions.
  • Lead and perform site visits, review grants or contracts for compliance, and conduct periodic audits on staff files in preparation for visits by contracting agencies.
  • Coordinate compilation of files and contracts, verify insurances, perform on‑site reviews, interview workers, and evaluate records for contract compliance.
  • Review and approve findings, concerns, recommendations, and follow‑up actions; review processing of agency billing and grant reports.
  • Provide technical support, information, and guidance on contract or grant compliance issues; respond to requests for information on regulations, policies, and related matters.
  • Advise management and contractors on compliance regulations, prepare and revise department procedures, and prepare periodic reports for state and federal funding agencies.
  • Recommend changes to policies in alignment with evolving laws and regulations.
  • Represent the department at City Council or other meetings.
  • Perform related duties as required and serve as a substitute for supervisors or coworkers to ensure continuity during absences.
  • Advising the immediate supervisor and recommend solutions or options for potential deviations from expected results.
  • Supervise designated personnel, organize and coordinate workflow, review and guide work, appraise performance, provide training and development, enforce work and safety standards, counsel, motivate, and maintain harmony.
  • Interview applicants and recommend hires, terminations, transfers, disciplinary actions, payroll, leave, merit pay, or other employee status changes.
Qualifications

A bachelor's degree or higher in business, public administration, management, or a related field, and three (3) years of professional administrative support experience. Foreign diplomas, transcripts, and degrees must be translated and evaluated by an agency of the National Association of Credential Evaluation Services (NACES) prior to submission.
