The Advanced Water Treatment Compliance Manager is responsible for developing, implementing, and overseeing all environmental compliance programs for a state‑of‑the‑art water treatment facility in California. This facility purchases secondary treated wastewater and utilizes advanced treatment processes (e.g., microfiltration/reverse osmosis, UV disinfection/advanced oxidation) to meet California’s rigorous Title 22 drinking water and water recycling standards. The treated water is sold to industrial clients and used for indirect potable reuse (IPR) via groundwater replenishment.
The primary role is to ensure strict adherence to all regulations from the California State Water Resources Control Board (SWRCB) Division of Drinking Water (DDW) and the relevant Regional Water Quality Control Board (RWQCB).

Essential Functions And Responsibilities- Regulatory Compliance & Reporting – Coordinate with the client on all communications and reports for California regulatory agencies, including the SWRCB DDW and RWQCB. Prepare, submit, and manage all required compliance reports, permit renewals, and documentation, ensuring accuracy and timeliness under the Clean Water Act and Safe Drinking Water Act.
- Title 22 and Permit Management – Ensure all operations meet the stringent requirements of the California Code of Regulations (CCR), Title 22, Division 4, Chapter 3 (Uniform Statewide Recycling Criteria), including specific regulations for Groundwater Replenishment Reuse Projects (GRRP). Manage and implement the facility’s specific reclaimed water quality monitoring program, ensuring compliance with all standards.
- Monitoring and Analysis – Plan and supervise comprehensive monitoring, sampling, and testing programs for influent, process water, product water, and groundwater monitoring wells (consistent with GRRP regulations). Review and interpret complex data, laboratory results (including emerging contaminants like PFAS and NDMA), and advise management on data trends.
- Program Development & Oversight – Develop, implement, and maintain various environmental management programs, including hazardous waste management, spill prevention (SPCC), stormwater pollution prevention plans.
- Audits and Inspections – Conduct regular internal audits and on‑site inspections to identify potential violations. Coordinate and manage external regulatory inspections from state agencies.
- Engineering Report Oversight – Ensure all facility operations align with the approved Title 22 Engineering Report for the use of recycled water, which is a key regulatory document in California.
- Training and Education – Design and deliver training programs to facility personnel on California‑specific environmental laws, and standard operating procedures (SOPs).
