Salary

The salary for the Harbor Department is 98,950 (flat‑rated).

The salary range in the Department of Water and Power is 116,948 to 122,649
. The salary range covers multiple pay grades within the class.

• Perform skilled heating, welding, plasma cutting, and brazing using arc, flux core, MIG, TIG, oxyacetylene, and electric welding equipment.
• Conduct layout and fabrication work with manual and power shears, hydraulic punch presses, notchers, benders, drill presses, disc sanders, bench and box breaks, rollers, and various hand tools.
• Read blueprints and maintain equipment, performing minor mechanical repairs.
• Weld at various heights and in hazardous locations, including scaffolding, excavations, boats, barges, container cranes, fuel tanks, and confined spaces.
• Select and adhere to safety protocols, possibly wearing a full or half‑face respirator mask under certain conditions.

• Completion of a recognized apprenticeship as a welder, or
• Four years of full‑time paid experience in shielded metal arc, tungsten inert gas, gas metal arc, and oxyacetylene cutting processes.

• Licensed Certified Welder for Structural Steel issued by the Los Angeles City Department of Building and Safety.
• Valid California Class C driver’s license; or Class B driver’s license with a valid medical certificate.
• EPA‑approved Technician Certificate may be required for some positions.
• Operator Qualification tests for positions requiring ASME Boiler and Pressure Vessel Code compliance; must maintain Operator Performance Qualifications.
• Qualifying education must come from an accredited trade school, college, or university recognized by the City of Los Angeles.

• Applicants may be required to undergo mandatory drug and alcohol testing.
• Some positions may require annual or periodic work fitness evaluations.
• In accordance with Clean Air Act Section 608, an EPA‑approved Technician Certificate may be required.
• Applicants may file for the examination if they have less than six months of required experience, but placement is contingent upon meeting the full experience requirement.

• Examination consists entirely of an online, proctored multiple‑choice test covering mathematics, self‑management, safety focus, customer service, teamwork, and job‑specific welding knowledge.
• Remote test dates for Filing Period 1 are expected between Wednesday, March 29, 2023 and Tuesday, April 4, 2023

• Only candidates who meet the minimum qualifications will be invited to the test; final eligibility is based on a weighted score with a required average of 70% or higher.
• Promotional and open competitive candidates will be considered in order of seniority credit and test score, with a 0.25 point per year of continuous City service added for promotional candidates.
