The City of Elizabeth City, NC is seeking a dedicated and knowledgeable Stormwater Coordinator to join our Public Works Department. This position plays a critical role in overseeing the planning, implementation, and compliance of the City’s Stormwater Management Program in accordance with federal, state, and local regulations.
- Develop, implement, and manage the City’s Stormwater Management Program (SWMP)
- Ensure compliance with NPDES MS4 permit requirements and applicable environmental regulations
- Conduct stormwater inspections, including construction and post‑construction Best Management Practices
- Maintain and update stormwater infrastructure records, mapping, and reporting
- Provide technical assistance and education to staff, contractors, and the public
- Coordinate with other departments, agencies, and consultants on stormwater‑related projects
- Prepare and submit reports, permits, grant applications, and documentation as required
- Respond to citizen concerns related to drainage, erosion, and stormwater issues
- Support emergency response and mitigation planning related to flooding or severe weather
- Certified Erosion and Sediment Control Inspector (CECI), Certified Stormwater Inspector (CSI), or similar certification
- Experience in municipal government or public works settings
- Familiarity with grant writing and project management
- Knowledge and experience in installing, maintaining, and repairing drainage pipes and catch basins of various sizes
- Ability to read and interpret construction blueprints
- Associate’s or Bachelor’s degree in Environmental Science, Civil Engineering, Public Administration, or a related field (or equivalent work experience)
- Knowledge of federal, state, and local stormwater regulations (NPDES, MS4, etc.)
- Experience in stormwater program coordination, inspection, or environmental compliance
- Ability to read and interpret construction plans, maps, and technical drawings
- Strong written and verbal communication skills
- Proficient in Microsoft Office and GIS software
- Valid driver’s license required
This position involves both office and field work. Candidate must be able to work outdoors in varying weather conditions, traverse rough terrain, and occasionally lift or carry equipment up to 30 lbs.
