APM Terminals is an integrated container logistics company within the Maersk group, dedicated to connecting and simplifying customer supply chains. The Port Elizabeth upgrade program involves major infrastructure investments to enhance capacity, decarbonize operations, and modernize terminal assets as part of Port Master Plan 2050 initiatives.

Role Overview

The successful candidate will be a member of the project controls team, working closely with engineering, planning and finance to ensure accurate integration of cost and planning for the project. The Cost Engineer will develop, monitor, and analyze project cost data to support forecasting, budgeting, and reporting. Strong understanding of construction cost engineering principles, analytical skills, and collaboration with multidisciplinary teams are required.

Responsibilities
  • Manage and maintain Cost Control and Forecasting on a large capital project.
  • Support development of project cost control systems and cost breakdown structures based on APM Terminals standards.
  • Collaborate with engineers, package managers and procurement teams to assess cost impacts of changes.
  • Challenge and align project budgets, cash flow projections based on time-phased Value of Work Done (VOWD) and related reports/tools.
  • Ensure the basis of Estimate at Completion is developed using industry-recognised forecasting methods.
  • Evaluate resource requirements, commitment data, productivity, and cost variance reports.
  • Support the implementation of Earned Value Management on the project.
  • Prepare regular cost reports, forecasts to completion (ETC), and estimates at completion (EAC).
  • Oversee administration of contract agreements, purchase orders, and contractor payment certification.
  • Assist the Project Controls Manager with change management, including high-level estimates and cost baseline updates.
  • Close out cost management aspects on contract completion.
  • Participate in value engineering and cost optimization initiatives.
  • Support risk management by identifying cost-related risks and developing mitigation strategies.
  • Coordinate with finance and accounting to align project cost data with corporate systems.
Qualifications & Experience
  • Qualifications: Degree in a technical or project management-based discipline is desired. Project management certification (e.g., AACE CCP or equivalent) is preferred. Experience on port infrastructure or marine terminal projects and knowledge of funding/reporting requirements for public infrastructure are advantageous.
  • Experience: Ideally +10 years of cost engineering on major infrastructure projects. Working knowledge of other project controls disciplines (scheduling, risk management, cost engineering, document management and change management) is essential. Earned Value Management implementation experience is desired. English fluency. Contractor management experience is a plus.
Systems Knowledge & Skills
  • Strong proficiency in cost estimating and cost control software (e.g., Excel, Prism, CostX or similar).
  • Familiarity with scheduling tools such as Primavera P6 and their integration with cost data.
  • Excellent analytical, organizational, and communication skills.
  • Ability to work collaboratively in a fast-paced, multidisciplinary environment.
  • Organisational agility and strong interpersonal relationships with stakeholders.
  • Hands-on, disciplined, and results-oriented with strong communication skills.
