The City of Elk Grove is seeking a highly motivated, problem‑solving, well‑organized professional to serve as the next Traffic Engineering Manager (Public Works Division Manager – Engineering). This key leadership position manages the Traffic Engineering Division, oversees a range of associated programs and services, and reports directly to the Deputy Director of Public Works – Engineering.
About the RoleThis manager performs advanced technical engineering work, provides technical direction and solutions, and ensures compliance with applicable laws, regulations, policies, and procedures. The candidate will also lead program development, manage teams focused on efficiency and innovation, and mentor staff to develop expertise in traffic modeling, VMT analysis, and emerging transportation strategies.

DefinitionUnder general direction, plans, organizes, oversees, and manages the staff and operations of the Engineering division. Duties include planning, permitting, reviewing, designing, and constructing capital improvement projects, public works infrastructure, traffic and transportation systems, or private land development projects. The manager develops policies and strategies, manages division resources, and provides complex and responsible support to management.
Job Functions (Illustrative Only)- Plans, manages, and oversees the daily functions, operations, and activities of the assigned division.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the division.
- Participates in the administration and oversight of the division’s budgets.
- Participates in the selection, training, motivation, and evaluation of assigned personnel.
- Develops and manages requests for proposals for professional and contracted services.
- Oversees the review, evaluation, and approval of complex construction plans and engineering reports.
- Prepares and presents staff and agenda reports related to assigned activities.
- Conducts organizational studies and investigates; recommends program modifications.
- Serves as a liaison with other City departments, developers, contractors, and external agencies.
- Attends professional group meetings and stays abreast of new trends and technologies.
- Monitors regulatory changes and implements policy updates.
- Receives, investigates, and responds to complaints in a professional manner.
- Directs the establishment and maintenance of official division files.
- Ensures staff compliance with safety rules and protocols.
- Performs related duties as assigned.
