SUMMARY OF JOB PURPOSE

The Comptroller plans, organizes, directs, and controls all accounting and fiscal management activities.

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

  • Assumes chief financial officer (CFO) responsibilities in the absence of the CFO.
  • Manages the organization’s accounting functions. Manages the annual audit process.
  • Provides leadership, training, supervision and evaluation to department staff.
  • Prepares supporting work papers, using internally generated and external sources, and tying in all amounts to the working trial balance.
  • Prepares ad hoc, periodic fiscal reports for use by other agencies which may include state, federal, internal, private grants and National Repository reports.
  • Reconciles or supervises the reconciliation of trust accounts, general ledger accounts, bank statements, sub-ledger accounts and controller’s reports. Analyzes fiscal and financial data and reports to identify and correct errors.
  • Performs complex and technical accounting and fiscal record management system analyses. Identifies and analyzes problem areas in general accounting, payroll and related systems.
  • Assists the CFO/Assistant County Manager in the operation and maintenance of the County's central financial computer system. Makes recommendations for accounting system improvement.
  • Reviews and authorizes payroll time sheets for Fiscal Affairs staff.
  • Oversees and participates in the development and administration of the annual budget. Directs the forecast of funds needed for staffing, equipment, materials and supplies. Monitors and approves expenditures and implements adjustments.
  • Tracks capital expenditures.
  • Plans, directs, coordinates and reviews the work plan for Fiscal Affairs. Assigns work activities, projects and programs. Reviews and evaluates work products, methods and procedures. Meets with staff to identify and resolve problems.
  • Develops and enforces accounting policies and procedures in accordance with generally accepted accounting principles (GAAP). Establishes internal accounting procedures to ensure compliance with governmental accounting statutes, regulations, and policies. Provides professional advice to department heads and supervisors as it relates to finance and budgets. Provides leadership and direction in the development of short and long-range plans including succession planning.
  • Communicates official plans, policies, and procedures to staff and the public.
  • Prepares a variety of studies, reports, and related information for decision-making purposes. Makes presentations to supervisors, boards, commissions, civic groups and the public.
  • Supervises, prepares and records data for utility fund accounts.
  • Maintains up-to-date knowledge of the latest trends, techniques, and legal developments in accounting.
  • Represents the department with dignity, integrity, and a spirit of cooperation.
  • Bachelor's degree in related field
  • 6 years professional accounting experience; work experience as Senior Accountant preferred
  • Must maintain a valid Nevada driver's license

  • Working knowledge and correct usage of business English including spelling, grammar, punctuation, vocabulary, and formats.
  • Working knowledge of business correspondence formats, record keeping, report preparation, filing methods, and records management techniques.
  • Working knowledge of personal computer hardware and software including word processing, spreadsheets, and databases for the purposes of creating, editing, and distributing information.
  • Thorough knowledge of all applicable federal and state laws and regulations, county ordinances and regulations, department rules and regulations, and relevant court rulings.
