Assistant Superintendent Production/Treatment

Supports the Superintendent of Production and Treatment in the oversight and coordination of operations and maintenance across the City’s water production and wastewater treatment facilities. This leadership role ensures regulatory compliance, asset management, safety and operational efficiency while serving as a key liaison between internal teams, vendors, consultants and regulatory agencies.

Essential Functions
  • Oversee asset management and maintenance planning for the City’s water production and wastewater treatment facilities.
  • Monitor and review jobs in progress to provide direction and technical assistance with operational problem solving.
  • Assist staff by determining work and project priorities, assigning tasks, and coordinating schedules; manage contractors to ensure alignment with project timelines and staffing needs.
  • Utilize asset management data to analyze, maintain, and continuously improve the Preventive Maintenance Program.
  • Work collaboratively with government agencies, residents and commercial consumers regarding water production and wastewater treatment facilities issues.
  • Establish work standards and assist with employee evaluations.
  • Monitor communication systems to ensure continuous and reliable operations; respond promptly and effectively to emergencies or system failures to minimize service disruptions and ensure public safety.
  • Conduct regular inspections of the plant, lift stations and water production operations; evaluates the work performed by subordinates and contractors; verify proper equipment maintenance and servicing are performed according to standards; ensure plant operations are running efficiently, safely, and in accordance with regulatory requirements.
  • Provide oversight for sampling, reporting procedures and testing programs to ensure regulatory compliance.
  • Coordinate and conduct safety training to instruct personnel in proper compliance with safe work methods and procedures.
  • Prepare and provide accurate reports for the appropriate regulatory agencies; write job documents for bid pricing proposals.
  • Recommend purchases of supplies, parts, service contracts, equipment, etc.; track inventory of parts and supplies.
  • Enhance team efficiency and customer service by offering suggestions and actively contributing as a team member.
  • Demonstrate courteous and cooperative behavior when interacting with public and staff; act in a manner that promotes a harmonious and effective workplace environment.
  • Assist with City snow removal operations, as determined by the Public Works Director.
Qualifications
  • Two years of college-level coursework in biology, engineering, or a closely related field; AND four years of journey-level experience in water and wastewater operations and maintenance; OR an equivalent combination of education, training and experience as determined by Human Resources.
  • Illinois Class B driver’s license.
  • IEPA Class C Water Plant Operator certification preferred at time of hire, OR obtained within three years of start date.
  • IEPA Class I Wastewater Treatment Plant Operators License preferred at time of hire, OR obtained within three years of start date.
Required Knowledge & Skills
  • Public works maintenance, renovation and construction technologies related to water and wastewater operations and maintenance.
  • Specifications for operating capabilities and applications of production and treatment equipment.
  • Supervisory and budgeting principles and practices.
  • Project planning, implementation and evaluation principles and practices.
  • Principles, methods, and techniques of maintenance management.
  • Local, state, and federal codes and regulations related to programs and activities.
  • Proficiency in asset management software, SCADA, and Microsoft Office.
  • Safety practices and procedures related to the work.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Techniques for working collaboratively with a variety of City staff, the public and vendors, in person and over the telephone.
  • Correct business English, including spelling, grammar and punctuation.
