Base salary $73,858 plus additional compensation for work related experience and level of education. This position works 11 months rather than 12 months.
Purpose: Facilitates the process of assisting participating districts in the Flint Hills Special Education Cooperative (FHSEC) to accommodate the unique learning needs of students with exceptionalities. Responsible to: Director of Student Services and Assistant Director of Student Services Payment rate: As Established by the Emporia Board of Education General conditions: As established in the Administrative Salary Guidelines Qualifications:
  • Master’s degree in school leadership from an accredited college/university preferred
  • Valid Kansas State Licensure with Special Education endorsement appropriate to the assignment on file in the Central Office. Building level licensure preferred
  • Successful teaching experience in an accredited school is preferred
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable
Special Knowledge/

Skills:

  • Knowledge of federal and state special education law
  • Understanding of processes, resources, and services for students with special needs
  • Ability to supervise staff and processes
  • Ability to communicate with all stakeholders involved in serving students with special needs including parents, teachers, specialists, administrators, community agencies, etc.

  • Ability to interpret data and evaluate instructional programs for effectiveness

  • Strong organizational, communication, public relations, and interpersonal skills
Essential Functions:
  • Provide professional leadership in organizing, administering, and evaluating special education services/programs.
  • Confer with local district and FHSEC administrators in determining special education staff needs.
  • Assist in determining the eligibility of students for special education services, and assist in determining that an appropriate and thorough evaluation has been completed.
  • Assist with the process of actively recruiting and hiring special education staff through processes outlined by the Director of Human Resources.
  • Assist in implementing FHSEC policies and procedures and the maintenance of personnel records for special education.
  • Provide information regarding FHSEC priorities and expectations to staff and respond to their questions and concerns in order to maximize their effectiveness in the provision of special education services.
  • Respond to questions and provide information on special education services as needed for parents, local districts, and the general public.
  • Consult with students, parents, teachers, administrators, and others concerning the needs of students. Provide appropriate support as necessary.
  • Consult with regular education and special education teachers in the monitoring of student progress and assist in the making of informed timely educational decisions relative to individual students through the MTSS/RTI/GEI process.
  • Facilitate the continued professional growth of FHSEC staff through the provision of feedback, coaching, and technical assistance.
  • Directly assist building principals and FHSEC administrators in the process of evaluating FHSEC licensed staff members and assist in the evaluation of classified staff members in cooperation with that staff member's supervisor.
  • Refer students to appropriate community and social agencies. Maintain a collaborative relationship with those agencies.
  • Assist in the awareness and compliance of the Americans with Disabilities Act and Section 504 requirements.
  • Provide or assist with staff development in support of state and local standards.
  • Train and work with special education staff to apply evidence-based strategies and best practices for providing services to students.
