REPORTS TO:

Public Works Director
POSITIONS SUPERVISED: Fleet Management Personnel
BLS COMPARABLE: 51-1011, First-line Supervisors of Production/Operating Workers 49-1011, First-line Supervisors of Mechanics, Installers, & Repairers

LEADERSHIP: Supervise/manage/direct the selection, training, development, appraisal, and work assignments of personnel.

CONDITIONS OF EMPLOYMENT
  • Must be 18 years of age or older.
  • Subject to post offer, pre-employment drug screen.
  • Successful candidate is subject to a pre-employment criminal background check.
  • As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.
  • Possession of a valid Oklahoma driver’s license with an acceptable driving record.
POSITION PURPOSE

To provide quality support services to city departments through inspection, service, and maintenance to City of Enid vehicles and increase service efficiency through the effective management of warehouse inventory.

ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Provide oversight for vehicle maintenance division and warehouse operations to ensure department is safe, secure, efficient, and well maintained.
  • Track vehicles, vehicle usage, and fuel usage to ensure efficient use of the fleet. Make recommendations to management on vehicle replacement.
  • Maintain the computerized fleet analysis program and the computerized fuel interface system.
  • Maintain records of goods ordered, received and distributed.
  • Oversee warehouse operations and inventory control. Implement loss control strategies.
  • Supervise and coordinate adequate cross training of employees to include training on safety policies and procedures, ethics, and use of public funds.
  • Develop short and long term goals, deadlines, and processes for efficient vehicle maintenance operations and efficient warehouse operations.
  • Prepare and review operational reports and schedules to ensure accuracy and efficiency.
  • Develop and administer vehicle preventive maintenance and equipment replacement schedules.
  • Analyze internal processes and recommend and implement procedural or policy changes to improve operations, such as supply changes or the disposal of records.
  • Plan, administer, and control budgets for contacts, equipment, and supplies, including bid work.
  • Recommend or implement personnel actions such as employee selection, evaluation, and/or disciplinary actions. Provide opportunities for employee training and career development.
  • Prepare, compile, and submit reports on work activities, operations, production, and work-related accidents.
  • Keep abreast of new developments in warehouse inventory management; and vehicle maintenance practices and equipment.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.
PERFORMANCE MEASUREMENTS
  • The Warehouse and Fleet Management division runs smoothly and efficiently.
  • A preventive maintenance and vehicle replacement plan is in place and appropriately followed.
  • Procedures and processes are well maintained, documented, and recorded. Vehicle maintenance operations meet all regulatory requirements.
  • Excellent customer service is provided to other departments.
  • Vehicle Maintenance equipment and vehicles are clean and well maintained. Vehicle and equipment repair costs are kept at a minimum.
  • Employees are well trained and have appropriate equipment to perform at capacity.
  • Assistance and support are provided to other departments as needed.
  • Policies and procedures in City of Enid personnel and safety manuals are understood and followed. Effective supervisory skills are demonstrated.
  • Effective working relations exist with City personnel. Management is appropriately informed.
  • The City’s professional reputation is maintained.
QUALIFICATIONS

EDUCATION/

EXPERIENCE:

Associate’s Degree (A.A.) or equivalent two-year college or technical school; or two years related experience and/or training; or equivalent combination of education and experience.
