Wastewater Plant Pretreatment Coordinator

The Pretreatment Coordinator supports the Wastewater Treatment Plant by managing the City’s pretreatment program. This role oversees permitting, inspections, and compliance to ensure wastewater is properly treated before entering the public sewer system.

  • Site inspections, sampling, monitoring regulatory compliance, issuing permits, enforcing violations, maintaining required records, and educating businesses on proper waste management practices.
  • Coordinates activities between the City, regulated users, and customers, including compliance monitoring, data analysis, inspections, issuing violations, and preparing reports for supervisors.
  • Recommends updates to City ordinances related to pretreatment and wastewater compliance.
  • Assists with chemical and bacteriological analysis of treatment plant samples, including quality-control review of laboratory data.
  • Performs inspections of permitted facilities to ensure compliance with federal, state, and local regulations.
  • Attends staff meetings, technical training, and certification courses as required.
  • Conduces dry- and wet-weather screening to identify environmental contaminants in the collection system.
  • Prepares and submits daily, weekly, quarterly, semiannual, and annual reports for TCEQ, EPA, and other regulatory agencies.
  • Conducts safety surveys and inspections, prepares written findings and recommendations, and follows up to ensure corrective measures are implemented.
  • Assists with maintenance of plant machinery and equipment and monitors process data through SCADA, gauges, meters, and related instruments.
  • Assists in handling and moving up to 100 pounds of various chemicals.
  • Coordinates with City staff, contractors, and regulatory agencies to support plant operations, repairs, expansions, and construction projects while ensuring compliance and safety.
  • Oversees and reviews components of the Risk Management Program, Pretreatment Program, laboratory records, maintenance activities, and test results to support safe and effective plant operations.
  • Subject to after-hours call-out for emergency situations.
  • Has frequent contact with employees, citizens, local state, federal agencies, and other city departments.
  • Ability to arrive to work on time and must maintain a regular and reliable level of attendance.
  • Performs special projects as assigned by management.

Knowledge and

Skills:

  • Knowledge of current federal, state, and local laws, regulations, and codes related to wastewater and sewer systems.
  • Principles and practices of environmental science, inspection and investigation methods, and regulations governing environmental quality and stormwater compliance.
  • Principles, practices, and techniques of leadership, supervision, training, and staff development.
  • Effective written and oral communication methodologies.
  • Principles and practices of safety administration.
  • Knowledge of contemporary office and computer systems, practices, and applications.
  • Understanding of occupational hazards and safety precautions.
  • Familiarity with TCEQ standards and policies for water and wastewater systems.
  • Ability to follow and adhere to all City of Ennis rules, procedures, policies, general orders, and ordinances.

Five years’ experience in the wastewater treatment profession is preferred. Experience in laboratory testing and analysis techniques and specialized laboratory equipment. Knowledge of Chemistry, biology and mathematics as related to waste and wastewater treatment.

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

TCEQ Wastewater Treatment License Class B or Collections III, within one (1) year of assignment, obtain either:

  • Registered Environmental Health Specialist (REHS) certification through the National Environmental Health Association.
  • Registered Environmental Manager (REM) certification through the National Registry of Environmental Professionals.

Non-Commercial Pesticide Applicator’s License to be obtained within one (1) year from the date of hire.

A Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving record.
