The position of this class is the Certified Operator in Responsible Charge according to WAC and accountable for the safe, effective, and efficient operation of the City of Ephrata's Municipal Water System. This system shall include any existing or extensions of city water lines, wells and pumps, reservoirs, telemetering, etc. This is a working manager position, with duties that involve planning, scheduling, and directing maintenance activities in a manner which assures that the system is operated according to state and federal requirements.
These duties include establishing work procedures and schedules; purchasing supplies and equipment; maintaining records and preparing reports on activities; participating in the operation and maintenance of the system; ensuring compliance with personnel policies and procedures; informing the public of water system function; and instructing personnel on all aspects of the water system. Supervision is exercised over other subordinate personnel. Work is performed with technical independence under the general supervision of the Utility Manager.
Work performance is reviewed by the Public Works Director or their designee, for the degree to which the system meet state and federal guidelines, laws, rules, and regulations.
Work is performed under the direction of the Public Works Director or their designee, who reviews work on the basis of results obtained. This working manager position involves a high level of skills in construction and maintenance work. In lead capacity, responsible for other FTE assigned to the division and temporary/seasonal workers in which, this position carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Assignments- Ensures the efficient operation of deep wells, performs routine tests for chlorine residual and calculates required chlorine application quantities for disinfection of facilities.
- Installs water services, mains, valves, hydrants, etc.
- The person filling this position is accountable for the complete operation of the water system and for ensuring compliance with all applicable regulations, including licensing, reporting, and required documentation.
- Checks and maintains telemetering system, pump operation, well logs, reservoir cleaning and repair, valve maintenance, meter testing, etc.
- Works closely with the customer service department on complaints and follow up on any reported water quality.
- Takes water samples once a month or more often if deemed necessary and at all times checks for water quality.
- Maintains maps and system records for water quality, technical information, meters, hydrant tests, valve tests, tools and equipment, pump and motor inspections and reports.
- Maintains adequate inventory of supplies and fittings for emergency repairs as well as water line projects.
- Performs other work as assigned.
This position has a mandatory requirement of a Washington State Certification of a Water Distribution Manager II and Cross Connection Control Specialist I. This requirement may be waived for a specific length of time, as allowed by the State of Washington, until an employee has completed the above certification. But, in no case shall there be any deviation from the time period set.
A Washington State Dept. of Licensing CDL certification is required.
