Purpose

The Management Accountant supports a diverse range of services, including Public Health, Property, Major Capital Programmes, and Capital Delivery, playing a key role in financial analysis and reporting across Revenue and Capital. The role involves managing a £570m four-year Capital programme and supporting devolution initiatives. The role also requires building strong relationships with internal and external partners to ensure financial forecasts and budgets are based on robust information.

Accountabilities

  • Prepare, analyze, and trend financial forecasts and budgets across the financial cycle, ensuring alignment with operational and strategic goals.
  • Lead and motivate a finance team to provide high-quality financial information and challenge budget holders.
  • Ensure timely, accurate information in line with Financial Regulations and accounting standards to manage budgets and future planning.
  • Work with the Financial Systems & Processes Manager to improve finance processes and systems.
  • Maintain in-depth knowledge of the function to challenge and influence internal and external partners on financial matters.
  • Advise on cost drivers, financial models, estimates, and forecasts to highlight risks and opportunities.
  • Coordinate financial forecasting and budgeting processes and ensure effective financial management arrangements.
  • Support budget holders in preparing robust business cases, identifying costs, benefits, and risks.
  • Oversee the annual accounts closure process, ensuring all timescales are met.
  • Manage financial and performance data analysis to complete returns and information requests.

Experience

  • Full CCAB qualification and ongoing professional development.
  • Strong knowledge of financial management and frameworks, preferably in the public sector.
  • Experience delivering improvements in a finance setting.
  • Proven ability to provide financial advice and support to management teams.
  • Experience financing large-scale service delivery and building effective working relationships with senior managers.
