Position: Native Inmate Liaison Officer (NILO )

Native Inmate Liaison Officer (NILO) – Toronto South

Organizational Overview:
The Hamilton‑Wentworth Chapter of Native Women’s Incorporated, operating as the Hamilton Native Women’s Centre (NWC), is an Indigenous lead, not‑for‑profit organization dedicated to supporting women and children who have experienced domestic violence, homelessness, or human trafficking.

Primary Purpose of Role

Outreach Services – Community Integration

Key Responsibilities
  • Arrange elder visits, conduct smudging ceremonies, and provide traditional teachings and medicines.
  • Assist with intake assessments, develop release plans (temporary absence plans), and advocate on behalf of inmates with institutional staff.
  • Facilitate individual and group counseling, hand drumming, and cultural workshops.
  • Provide resources for housing, health, education, and employment following release.
  • Act as an official point of contact, facilitating communication between Indigenous inmates, their families, and institutional staff.
  • Maintain records, prepare reports, and attend case conferences or committee meetings to discuss inmate status.
  • Educate correctional staff on Indigenous culture and history.
  • Ensure all services are client‑centered, trauma‑informed, and incorporate Indigenous culture as a way of being and knowing.
  • Work from a harm reduction and strength‑based approach.
  • Connect clients with appropriate community resources based on client needs.
  • Participate in staff meetings, community collaborative meetings, and relevant trainings, conferences and professional development.
  • Report all disclosures, safety issues, and serious occurrences to the appropriate contact.
  • Collect, maintain, and complete all statistical data reporting on a monthly, quarterly, and year‑end basis.
  • Perform any other duties as assigned.
Level of Responsibility

Outreach Services (Medium‑High)

Required Qualifications
  • Education:

    Post‑secondary diploma/degree in social work, social service work, community justice work, addictions work or related field.
  • Work Experience:

    Minimum 3 to 5 years of experience within a shelter, transitional living program, outreach services and/or social services field.
  • Knowledge, Skills & Abilities:
    • Experience with issues impacting youth, women and children including homelessness, violence against women and children, gender‑based violence, human trafficking, poverty, mental health, addiction/substance use and harm reduction.
    • Demonstrated cultural competency and understanding of impacts of colonialism and systemic issues.
    • Excellent crisis intervention, time‑management, organizational, interpersonal, verbal and written communication skills.
    • Commitment to upholding the organization’s mission, values and standards.
    • Fluency in an Indigenous language is an asset.
    • Experience working in a shelter environment or outreach setting is an asset.
    • Advocacy experience with community resources and navigating the justice system.
    • Solid organizational and reporting skills.
  • Working Conditions

    Correctional Institution (Toronto South) – Monday to Friday, 40‑hour per week. Physical and sensory demands high. Physical environment and stress factors high.
