Founded in 1945, the Lane Council of Governments (LCOG) is one of the oldest councils of governments, enhancing public services in Lane County and beyond. Governed by a Board of Directors, LCOG partners with local governments and special districts in GIS Planning, Personnel Management, Transportation, and Senior and Disability Services. The Local Government Personnel Institute (LGPI), established in 1971 by the League of Oregon Cities (LOC) and the Association of Oregon Counties (AOC), provided Human Resources and Labor Relations assistance across Oregon. LGPI's services have since transitioned to LCOG, now operating as Local Government Personnel Services (LGPS).
Under LCOG's umbrella, LGPS continues LGPI's mission, offering essential HR and Labor Relations support to local governments statewide and ensuring these services remain accessible, effective, and responsive to the needs of Oregon's public agencies.
About the LGPS Legal Services Consultant PoolLCOG is seeking qualified Employment and Labor Relations Attorneys interested in joining our LGPS Attorney Consultant Pool. This pool supports public-sector clients across Oregon on an as-needed, project-based basis, with potential for future permanent placement depending on organizational needs.
Consultants in this pool will partner with local governments on matters involving:
- Collective bargaining and mediation strategy; negotiation support
- Escalated labor relations matters including mediation and arbitration support
- Contract drafting and review
- Employment law and workplace investigations (note: investigators require DPSST certification)
- Policy development and compliance
- Disciplinary procedures, engagement, and grievance advisement
- Training for managers and supervisors
Assignments may be conducted in-person, remote, or hybrid, depending on project scope and client preference.

- POSITION
PURPOSE:
This independent contract position, with varied part time hours, will provide project-based work in the areas of Labor Relations related to collective bargaining, contract negotiations, and advisement, and Legal Services including general legal representation, legal advice and contract review (focused on local government-based and nonprofit clients). The work is highly independent and requires professional level representation of self and organization. - HOURLY RATE: To be negotiated based on project requirements.
- Ability to articulate skill and experience practicing employment or labor law, preferably representing or advising public-sector clients.
- Demonstrated experience and understanding of collective bargaining negotiations and agreement interpretation, grievance arbitration, labor mediation, employment policy development, or workplace investigations.
- Strong written and verbal communication skills and ability to manage multiple projects independently.
- Juris Doctor (J.D.) degree from an accredited law school.
- Active membership in good standing with the Oregon State Bar (or ability to obtain reciprocity within six months of engagement).
- For investigations:
Active DPSST Private Investigator Certification in good standing.
- Experience representing Oregon cities, counties, or special districts.
- Prior work with unions, collective bargaining agreements, or interest-based negotiation models.
