GENERAL DESCRIPTION:
The Wyoming Department of Transportation is seeking a Principal Engineer to lead our Construction Program in Evanston, Wyoming. This role is a key leadership position responsible for overseeing all aspects of highway construction and contract administration, from project design through completion and final documentation.
Key Responsibilities:- Manage construction and maintenance projects for bridges, interstates, highways, county roads, city streets, and public buildings.
- Supervise and mentor a team of engineers and technicians involved in project design and contract oversight.
- Coordinate with Federal, State, County, and City officials, utility companies, landowners, and the public throughout the project lifecycle.
- Apply professional engineering principles to ensure high-quality, timely, and on-budget project delivery with a focus on safety and efficiency.

ESSENTIAL FUNCTIONS:
- Documentation of project quantities and payments.
- Negotiating agreements with landowners, agencies, and consultants.
- Ensuring compliance with DEQ, BLM, USFS, and other agencies.
- Developing consensus among stakeholders regarding project impacts.
- Negotiating materials, survey, and water agreements.
- Creating special provisions for projects.
- Managing consultant agreements for surveying and engineering services.
- Preparing plans, summaries, and estimates for maintenance projects.
- Resolving contractor disputes and claims.
- Reviewing and negotiating change orders.
- Training and mentoring staff.
- Determining equipment, workforce, and budget needs.
- Coordinating inspections, testing, and quality control.
- Preparing technical studies and project documentation.
- Developing and reviewing plans, specifications, and estimates.
- Ensuring projects meet technical and policy standards.
- Performing feasibility analyses and value engineering.
- Participating in public meetings and inter-agency coordination.
- Responding to claims, lawsuits, and public records requests.
- Developing budget recommendations.
- Conducting performance appraisals and hiring/firing decisions.
- Advising leadership on design, schedules, and contracts.
- Developing SOPs for engineering operations.
- Participating in selection panels.
- Reviewing blueprints and specifications for quality and sustainability.
- Estimating costs for future projects.
- Affixing PE stamps to work.
KNOWLEDGE:
- Engineering fundamentals related to highway geometrics, hydraulics, soil engineering, and construction practices.
- Legal aspects of supervision, hiring, and firing.
- Technical training and presentation skills.
- Effective communication skills.
- Project planning and oversight abilities.
- Work under pressure and attention to detail.
MINIMUM QUALIFICATIONS:
- Bachelor's Degree in Engineering.
- 2-4 years of progressive engineering experience at the Project Engineer level.
- Professional Engineer's (PE) License required at hire;
Wyoming PE within one year.
