Overview

This is an exciting opportunity for a qualified or final year part-qualified Accountant to join the Insolvency Service as a Project Finance Business Partner (FBP). You will step into a high-impact role where your financial expertise will directly shape decision-making. As a Project FBP, you will support Projects, drive financial rigour and strengthen the Agency's ability to deliver its strategic objectives.

This role sits within the Finance, Commercial, Sustainability and Property (FCSP) Directorate, which manages, oversees and analyses the Agency's financial and commercial activity. The role is part of the Project & National Interest Case FBP Team within the FCSP Directorate, providing project finance advice to key stakeholders and Senior Leaders across a varied project portfolio.

What project FBPs do

The team supports the organisation in the delivery of change projects (with the NIC Accountant separately helping to administer National Interest Cases) by providing expert financial guidance and reporting. They help the business achieve robust financial forecasts, provide input to business cases and deliver specific accounting advice to shape commercial decisions, while offering robust challenge and compliance with HM Government finance processes.

Responsibilities
  • Finance Business Partnering: be the single point of Finance contact for stakeholders, foster excellent working relationships, host or attend meetings, respond to finance queries with delivery outcomes in mind, and be a key stakeholder in strategy formation.
  • Technical and Accounting: ensure accounts reflect accruals concepts, maintain auditable records, monitor potential issues of novel or contentious spend, and provide advice on accounting and VAT treatment.
  • Business Case Development: provide financial input, challenge assumptions, assess multi-year financial impacts (including capitalisation and IFRS
    16), and assist with approvals of business cases.
  • Budgets, Forecasts and Spending Reviews: support robust financial forecasts, monitor risks, provide monthly consolidated returns to stakeholders, and assist with annual budget and spending review narratives.
  • Line Management: may supervise a Cost Centre Manager (CCM), conduct quarterly performance reviews, oversee CCM duties related to transactions and reporting, and provide direction on non-standard reporting requirements.

Note:

Month-end is critical for this Finance role; leave for the 1st and 2nd working day of each month requires exception approval.

Qualifications and Training
  • Qualified or final year part-qualified Accountant (CIMA/ACCA/ICAS or equivalent).
  • Opportunities to progress in professional qualifications; support to complete qualifications and related CIPFA programmes where applicable.
  • Experience with financial planning, forecasting, and delivering accounting guidance in a public sector or similar environment.
