Interim Transformation Clinical Director (Devon)

NHS Devon Integrated Care Board (ICB) is seeking an outstanding Interim Transformational Clinical Director to provide senior clinical leadership across Devon's NHS system during a critical turnaround period.

The postholder will support the delivery of Devon's recovery programme for 2026/27 and help shape an affordable and sustainable three-year service offer.

Reporting directly to the Director of Transformation you will be working closely with PwC, ICB leaders and Trust clinical executives, this role will provide visible clinical leadership and act as a conduit to embed transformation after the consultancy programme concludes.

Hybrid working - Exeter or Bodmin base (travel across Devon required). Start date of 1st April 2026 (earlier start in March preferred)

Main duties of the job

The postholder will:

  • provide senior clinical leadership across Devon's transformation programme
  • lead clinically-led service redesign and pathway transformation across the system
  • support development of productive and affordable service models over the next three years
  • drive reduction in unwarranted clinical variation and improvement in outcomes
  • ensure transformation is grounded in clinical evidence, safety and quality improvement principles
  • champion innovation, digital transformation and new models of care
  • build clinical engagement and ownership across Trusts, primary care and system partners
  • support system decision‑making, governance assurance and business case development

  • ability to bring challenge, innovation and best practice thinking (UK and international experience desirable)
  • confidence working alongside consultancy‑led programmes and operating at pace
Additional information

This is a fixed term post for up to 12 months. The role requires travel across the Devon system footprint and will be delivered through hybrid working arrangements. A start date of 1 April 2026 (earlier start in March preferred)

Person Specification Experience
  • Extensive clinical change/transformation experience of both working in the UK's NHS and also working Internationally in healthcare.
  • Qualified NHS healthcare clinical professional
  • Evidence of senior board level clinical transformation leadership, at pace and at scale
  • Demonstrable track record of leading complex clinical transformation programmes in the front line of services
  • Experience working across organisational boundaries and system partnerships
  • Experience delivering quality improvement and service redesign
  • Experience working within Integrated Systems/Trusts/ commissioning
Skills and Competencies
  • Used to working at the pace of management consultancies
  • Strong change management clinical leadership capability
  • UK & international experience that brings the challenge of new models of thinking to the current service offer in Devon, delivering on NHS 10 year plan
  • Ability to influence and lead through collaboration and partnership

  • Ability to manage complexity and ambiguity
  • Strong analytical and decision‑making skills
