Job incumbent will be responsible for managing TCC’s contract life cycle management system.
Adhere to the TCC Cheghwtsen model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion, and empathy.
Essential Functions- Assist with ongoing development, training development, implementation and maintenance of contract procedures and policies within TCC’s legal division.
- Make professional decisions in a fast-paced environment by coordinating with vendors and contractors to ensure that they meet all compliance requirements.
- Assist supervisors and legal staff with negotiating prices and contract terms on behalf of TCC with suppliers or contractors for services or products.
- Assist supervisors as requested with procurement and conducting analyses of purchasing patterns and bid documents in order to develop new strategies for increasing efficiency.
- Assist supervisors and project managers with developing, coordinating and reviewing bids from vendors for large projects such as medical equipment, machinery or building construction to determine whether they meet the TCC’s requirements.
- Assist supervisors and project managers with monitoring contractor and vendor performances to ensure that contractual obligations are being met.
- Assist TCC’s legal and finance divisions with enforcing TCC’s purchasing and procurement policies and procedures.
- Assist with reviewing, comparing, analyzing, and approving products and services to be purchased.
- Assist internal customers and outside vendors with TCC’s contract life cycle management process (pre-contract to renewal/closure).
- Perform contract process analysis and prepare various reports as requested by department, division, and program managers.
- Manage the electronic contracts management system to ensure it is up to date, trouble shoot minor and major problems in an efficient way, and to identify and implement system improvements.
- Cross-train and assist with grant management in Agiloft as needed.
Perform other Legal Division tasks as assigned.
Minimum Qualifications- Two-year or technical college degree or an equivalent combination of education, training and experience which provides the capabilities to perform contract management and procurement described functions. Ability to manage contract software and willingness to maintain skills with training and online classes, if needed. Experience with customer service and ability to resolve problems and conflicts in a professional and efficient manner.
- Basic knowledge of Microsoft Office and database management systems.
- Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.
- Valid Alaska Driver's Licence with clean driving record and remain insurable under TCC insurance policy.
- Strong attention to detail.
- Strong verbal, interpersonal, and written skills.

- Basic knowledge of computer operating systems, contract management software systems (Agiloft software preferred), database management systems, Microsoft Office, and computers in general.
- Basic knowledge contracting language/legalese.
- Ability to facilitate stakeholder engagement process.
- Ability to learn TCC’s contract management principles and policies to manage contracting processes (e.g. initiating, negotiating, implementing, managing and renewing contracts).
- Ability to identify, mitigate and manage risks throughout the entire lifecycle of a contract.
- Ability to learn electronic contract management system in order to run reports and create dashboards as needed by management.
- Adept at contract development skills.
Supervision:
This position may have supervisory responsibilities.
Summation:
This position is fast paced and highly customer services oriented. This position requires strict confidentiality; incumbent will be exposed to highly sensitive information. This position requires excellent interpersonal skills and incumbent is expected to work well with others. Must be able to work under minimal supervision. Must be reliable in attendance and punctuality. Must be flexible and available to Tanana Chiefs Conference scheduling needs.
Job incumbent must have excellent phone etiquette and customer service.
