IT Business Analyst, Systems Analyst
This position provides data and technical analysis in support of Real Estate, Personal Property and Revenue Collections Divisions. Works independently and in collaboration with other business analysts to provide systems, data, and analytical support for the business processes and technology solutions across all DTA platforms. Performs complex problem solving related to data standards and provides user training as necessary. Works with the Department of Information Technology (DIT) to support rollout of database updates, system setups, new releases, patch management, and testing of deliverables.
Requires a working knowledge of relational databases such as Oracle and SQL, and the ability to develop standard DIT data models and ensure data for DTA’s IT projects is complete, correct, accessible, and follows agency guidelines for data sharing. Works with stakeholders to analyze and gather business requirements, provides research and reports to management for budgetary and external requests, develops and supports new and existing application systems, partners with vendors, business divisions, and DIT to meet business software, integration, data management, and analytical needs.
Follows county IT projects guidelines, manages schedules for user acceptance and unit testing. Reports to the department's IT program manager.
- Serve as lead software system administrator for interdepartmental or County-wide automated system
- Work closely with technical project leader to coordinate technical resources and direct functional design and implementation
- Interact with representatives from other agencies on system-related issues and scheduling of system priorities
- Identify and test system enhancements
- Define and maintain system administration documentation
- Organize and direct system user groups
- Monitor system performance and perform ongoing analysis to determine most efficient and effective means to operate the system
- Provide assistance to system users
- Develop conceptual approaches to satisfy user requirements
- Oversee user acceptance testing
- Evaluate new technology for applicability and enhanced effectiveness
- Develop strategic plans to ensure solutions comply with established standards
- Evaluate and prioritize requests for new requirements, modifications, and enhancements to existing systems
- Establish priorities and timetables for system-related projects
- May supervise other employees on a recurring or project basis
- Generate reports to meet special agency needs
- Act as intermediary between users and technical staff to resolve problems
- Participate in developing user training manual
- Provide training to users
- Work closely with agency IT technical staff and/or serve as agency liaison with the Department of Information Technology
- Develop and provide technical briefings for staff on new services and system components
- Provide technical support and training to users of installed software
- Attend training workshops, product demonstrations, conferences, technical briefings, and conventions
- Stay abreast of technology changes
- Provide assistance to other staff as needed
- Serve on committees and task forces and undertake special projects as assigned
Skills and Abilities
- Considerable knowledge of interdepartmental and/or County-wide processes, procedures, and requirements with regard to administrative functions such as personnel, finance, and budgeting
- Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology
- Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client‑server, and standalone environments
- Considerable knowledge of effective processes, methods, techniques to analyze and evaluate business operations
- Knowledge of effective project management methods, practices and techniques
- Knowledge of effective supervisory methods, practices, and techniques (required for some positions)
- Ability to analyze and evaluate administrative processes and procedures for automation purposes
