Overview

Full‑time position, Fairfax, VA; hybrid – 3 days onsite/2 remote. Hiring immediately. Competitive salary and bonus based on new business wins. Benefits: health, dental, vision, 401(k), tuition reimbursement, FSA, 11 paid federal holidays, 3 weeks paid time off.

Responsibilities
  • Collaborate with Capture Manager to understand client needs, technical requirements, and service expectations.
  • Develop innovative, value‑driven technical solutions for complex bids.
  • Provide architectural governance and align with ITC’s service lines and strategic goals, creating reusable solution frameworks.
  • Assess current‑state architectures, scope required effort, and provide clear technical direction and writing.
  • Partner with program managers, developers, engineers, administrators, and technical SMEs to translate solutions into high‑quality proposal content.
  • Lead technical volume for each bid, support Senior Proposal Director with outline development and response planning.
  • Guide technical writer and oversee solution development from concept through final proposal delivery.
  • Facilitate cross‑product architecture reviews, design and implement cohesive technical solutions.
  • Conduct technical evaluations of IT products and provide insight into modernization, migration strategies, and legacy transition.
  • Stay current on industry trends, standards, and emerging technologies, incorporating relevant advancements into proposal solutions and recommendations.
  • Attend technical conferences, vendor events, and industry days to support upcoming opportunities.
  • Perform additional duties and support special projects as required.
Qualifications
  • Minimum 5–10 years of experience leading, developing, and writing technical approaches for federal proposals.
  • Bachelor’s or Master’s degree in Computer Engineering, Information Technology, or a related field.
  • Ability to work in a fast‑paced environment and manage multiple priorities effectively.
  • Proven experience as a Solution Architect supporting federal IT contracts, including developing technical and management solutions, preparing CONOPS, and leading technical volumes.
  • Strong technical skillset with the ability to research, understand, and adopt emerging technologies and methodologies (Dev Ops, Cloud, Application Development, Infrastructure Engineering).
Writing Skills
  • Excellent technical writing skills for compliant, well‑written proposals, use cases, and white papers.
  • Experience with federal acquisition strategies and proposal processes.
  • Lead technical approach sections and technical volumes of proposals.
  • Knowledge of critical federal IT initiatives in agile, cloud, IT modernization, cybersecurity, data analytics, Dev Ops/Dev Sec Ops , and industry trends.
  • Apply technical knowledge to design and develop complex cloud and application solutions.
Management and Leadership Skills
  • Strong management and organizational skills, an eye for detail, and ability to meet deadlines.
  • Interview and work with technical SMEs to complete technical sections of proposal responses, white papers, and use cases.
  • Work with varying personalities and work styles across the team.
  • Excellent communication and leadership skills for facilitating technical solution sessions and communicating technical topics to multiple audiences.
  • Support strategic planning and IT development requirements for ITC services.

  • Passion for IT, continual innovation, and learning.
  • Experience developing solutions for federal agencies that include DHS and DOJ.
Work Environment and Physical Demands
