Job Description
You write the documents a mission system runs on, and you teach people to use the system those documents describe: system documentation, operations and user guides, validation records and monthly reports to the customer's document standards and Section 508, and the training, job aids and communications that bring the Stockpile's users along as the new system replaces the old one. Full time, W-2, based in Fairfax, Virginia with some telework, starting October 2026.
Whythis job exists
SPN Solutions has won a new contract to operate and modernize the information systems behind the Strategic National Stockpile, part of HHS's Administration for Strategic Preparedness and Response (ASPR). The Stockpile holds the nation's reserve of medicines and medical supplies for public health emergencies. When a hurricane, an outbreak or another emergency calls for those supplies, the systems this team runs are how the country knows what it has, where it is and how fast it can move.
The platform is Oracle E-Business Suite, and the program is moving it to Oracle Cloud while raising the quality of the inventory data and tightening the integration with the warehouse partners that hold the stock. You would join at the start, on a new team, with real work to own from the first week.
- A mission you can explain at the dinner table: the nation's emergency medical supplies
- Hybrid in Fairfax, Virginia with some telework, sensible core hours and federal holidays off
- A modern Oracle stack and a real cloud migration, not a maintenance backwater
- A new team being built now: early hires shape how the work is done and grow with it
- Certifications and training paid for, with time set aside to earn them
- A company small enough that the people who run it know your name and answer your messages
- Write and maintain system documentation, operations and maintenance guides, runbooks, user guides and release notes for the legacy and cloud systems.
- Produce recurring deliverables to the HHS Guide to Document Preparation and the program's document standards; manage document control and version history.
- Support validation and compliance documentation (Part 11, FISMA evidence, decommissioning records) with the specialists who own them.
- Edit the team's work for accuracy, plain language and Section 508 conformance before it goes to the customer.
- Design and deliver role-based training, train-the-trainer sessions and refreshers, in person in Atlanta when needed and virtually otherwise; write the job aids and quick references that go with them.
- Plan the communications and readiness work for each release and for the retirement of the legacy system, and measure whether the new capability is being used.
- Maintain the training profile and records the contract requires; update the agency training system on completion.
- 4 or more years of technical writing for enterprise IT systems, including user and operations documentation.
- Document control practice and experience producing to a customer style guide.
- Experience building training material and job aids for system users and delivering the training, including train-the-trainer.
- U.S. citizenship and the ability to obtain an HHS Tier 2 public trust determination.
- Regulated documentation (cGMP, Part 11).
- Oracle E-Business Suite or ERP documentation or adoption.
- Change management for enterprise application rollouts (Prosci or CCMP).
- HHS or federal health agencies.
- Confluence and SharePoint knowledge management.
Pay is discussed with you directly when we speak. These are the benefits every full-time SPN employee receives.
- Medical and prescription coverage, dental and vision, with employer-subsidized premiums for employees and dependents
- 401(k) with employer match
- Group life insurance at no cost to you
- Short-term and long-term disability
- Paid time off, 11 federal holidays, paid sick leave, bereavement leave
- Parental leave
- Certification reimbursement (Oracle, OCI, AWS/Azure, PMP, ITIL, Security+, CISSP and others), an annual training budget and tuition assistance
