Program Security Manager with Security Clearance
As the Program Security Manager, you will be responsible for management and implementation of the overarching security program, as well as oversight of security requirements across the intelligence program. Position contingent upon contract award.
ESSENTIAL JOB FUNCTIONS- Security management and oversight of classified projects in accordance with Intelligence Community Directives, Security Executive Agent Directives, and the National Industrial Security Program as appropriate.
- As member of corporate industrial security team, create, execute and monitor security policies and procedures to safeguard national security information, processes and products.
- Develop and implement procedures relating to personnel security processing, as well as access control procedures, visitor access certifications and badging.
- Maintain personnel security clearance records for employees and consultants working with available USG databases, such as Scattered Castles, Defense Information System for Security (DISS), and National Background Investigation Service as required.
- Process employee security clearance and access requests with clients.
- Assist personnel in preparing and submitting security processing (SF86) paperwork.
- Principal point of contact to US government Security Representatives for the full range of security issues.
- Advise project management of Federal security regulations and procedures.
- Manage the Security Education Training and Awareness Program: develop and implement an Insider Threat Program, conduct indoctrinations, debriefings, annual refresher training, foreign travel, cyber security and special access briefings.
- Work with Contracts and Operations to ensure compliance with contract/subcontract security requirements. Issue classification guidance to subcontractors.
- Serve as Facility's Insider Threat Program Senior Official and conduct monthly reviews of actions with Insider Threat Committee members; also responsible for certifications of Insider Threat Program with DoD and IC Clients.
- Prepare and implement operations security (OPSEC) briefings and awareness programs.
- Maintain security documentation and files in accordance with Client requirements.
- Conduct security incident investigations, coordinate findings with the Client point of contact, make recommendations on corrective actions with concurrence of corporate FSO.
- Manage document control including in-/out-processing of sensitive material and preparation of document transmittals and packaging. Issue courier authorizations.
- Bachelor's degree in Security Management, or equivalent certifications in Information Technology and/or Management disciplines.
- 12 years of work-related experience or combination of education and directly related experience equal to 16 years if non-degreed.
- DCSA Certification such as Security Fundamentals Professional Certification (SFPC) from the Center of Security Excellence (CDSE); and a certified System Engineer ICAMS PACS (CSEIP) Certification.
- Experience with Industrial Security inspections and compliance.
- A working knowledge of technical and information security programs is a plus.
- Top Secret SCI with Full Scope Poly.
