Position: Juvenile Intake Officer (Probation Counselor II)

Overview

In the Juvenile Intake unit, within the Intake Division, this position provides civil and criminal intake services for cases involving juveniles. Duties include establishing jurisdiction, venue and probable cause, determining appropriate offenses, as well as whether the case will be handled through diversion or formal court action with the issuance of a petition. Decisions are made in accordance with the Code of Virginia, the Department of Juvenile Justice (DJJ) standards, Court Services Unit (CSU) policies and procedures, and with the use of agency approved screening and tools.

The intake officer provides diversion services, which may include informal counseling, referrals to other agencies or community resources, placing the youth on a diversion contract or setting the case for an informal hearing. If the decision is made to proceed formally, the intake officer will generate legal paperwork for the juvenile’s legal file. This position requires data entry in databases managed by DJJ and the CSU.

Note: As Juvenile Intake is a mandated service, this position has been identified as an essential employee by the county and requires reporting to work regardless of conditions such as inclement weather, county closures and holidays.

This job posting will be used to fill two part-time job share vacancies.

Schedule:

Each part-time job share position is scheduled for 20 hours per week, 52 weeks per year.

Job Share: As merit employees working forty hours per pay period (40 hours every two weeks, 20 hours per week), incumbents in job-shared positions are eligible for all benefits available to full-time merit employees, including leave accrual and health benefits, but may be subject to higher premium payments for certain benefits in accordance with county policy. Leave accrual is prorated according to total scheduled hours.

Membership in the county retirement system is mandatory.

Divisions and Responsibilities

Counseling and Treatment Services:
Conducts intake interviews and supervises offenders/defendants through office and home visits to verify compliance with court orders; formulates treatment or rehabilitation plans; supervises and monitors community service requirements; arranges court appearances and coordinates with service providers; testifies in court and maintains case records; assists clients in obtaining employment; informs clients of available community resources.

Intake Officer:
Provides intake services, determines probable cause, issues related to jurisdiction/venue and appropriateness of filing petitions; reviews complaints; case manages diversion clients; ensures decisions comply with applicable policies and laws.

Residential Services:
Supervises house routines and therapeutic programs within a residential facility; coordinates programs; may drive; maintains contact with victims and witnesses; provides court accompaniment and crisis intervention; provides training to staff and partners.

Alcohol Safety Action Program (ASAP) Case Management Services:
Manages court-referred clients, conducts intake and classification, writes intake summaries, performs case management (including ignition interlock monitoring and alcohol testing), and testifies in court on non-compliant cases.

Victims Services:
Provides support to victims and witnesses, maintains contact, accompanies to courts, coordinates with agencies, and promotes awareness and education.

Intake Officer – Specific Responsibilities

Provides intake services, determines probable cause, and issues related to jurisdiction, venue and filing petitions or detention/shelter care orders. Reviews complaints, conducts assessments for diversion, case manages diversion clients, and makes decisions in compliance with the Code of Virginia and DJJ/CSU policies.
