Position: DELINQUENT TAX COLLECTOR

Job Summary

This class is accountable for assisting in the duties of the tax office involving customer service and the collection of tax payments.

Supervision Received

Receives supervision from the Tax Collector.

Supervision Exercised

May supervise or lead lower-level clerical staff as assigned.

Examples of Essential Duties
  • Enforces the collection of delinquent taxes using all available methods of collection allowed by Connecticut General Statutes.
  • Handles all phone and written correspondence related to the collection of delinquent accounts.
  • Handles confidential data which, if disclosed, might have adverse internal or external effect.
  • Processes, records and reports for all accounts and transactions involves with but not limited to bankruptcy, collection agency information, suspense, foreclosure, tax sale and lien assignments.
  • Performs opening and closing procedures in the Tax Office as well as direction to clerical employees in the absence of both the Tax Collector and Deputy Tax Collector.
  • Researches payment history and processes payments.
  • Responds to information requests.

Knowledge,

Skills and Abilities
  • Knowledge of the Connecticut General Statutes and Federal Statutes regarding the collection of municipal taxes.
  • Knowledge of computer software and report writing skills, specifically in Microsoft Word and Excel.
  • Ability to use judgment in the analysis of facts and circumstances surrounding an individual’s problems or transactions and in the determination of action to be taken with the limits of standard or accepted practice.
  • Ability to use internet for the Filing and Releasing of Liens for Personal Property, as well as research on government sites such as CONCORD, PACER, and DMV Municipal Inquiry for information related to delinquent accounts.
  • Ability to maintain a high level of professionalism and confidentiality.
  • Ability to work independently after direction is given where defined objectives have been established.
  • Ability to work well with others including the public on routine matters and furnishing or obtaining factual data requiring courtesy and tact.
  • Ability to express oneself succinctly and professionally, both orally and in writing.
Minimum Qualifications
  • High School diploma or General Educational Development (GED) certification and 3 years of experience working in a tax office. College training may be substituted on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of two (2) years. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
