The Gilchrist Immigrant Resource Center is seeking to fill a PART-TIME (20 hours/week) Program Manager I position. This is a non-exempt position that includes benefits.

This position requires the ability to attend meetings or perform work at locations outside the office and outside of normal business hours. The individual(s) selected for these positions will be required to work evenings and weekends.

The Gilchrist Center currently has three locations:
Wheaton, Gaithersburg, and East County. This position will be assigned to the East County location; however, the applicant must have the flexibility and ability to work in all locations. In East County alone, 37% of the population is foreign-born, and 42% of the population identify as Black, 16% identify as Hispanic or Latino, and 14% identify as Asian.

NOTE:
This position is primarily on-site, with limited telework authorized on an intermittent basis.

The Community Engagement Cluster is a dynamic community facing team responsible for strengthening relationships between residents, community organizations, and businesses. With a focus on making Montgomery County inclusive and accessible to all citizen, the Community Engagement Clusteris responsible for creating andmaintaininga two-way dialogue between the administration and community where concerns can be translated into action across the administration. The Gilchrist Immigrant Resource Center is part of the Office of Community Partnershipslocatedwithin the Community Engagement Cluster.

The Gilchrist Immigrant Resource Center is Montgomery County's welcome center for immigrants, providing information and referral services and other programs that help immigrants succeed in Montgomery County.

The Gilchrist Immigrant Resource Center is seeking a part-time (20hours per week) Program Manager I to manage the Immigrant Resource Center in East County; provide program development, manage the basic computer literacy program, and serve as a subject matter expert in the field of workforce management.

• Understands local government and has a passion for cultivating relationships among diverse communities and sectors.
• Ability to prioritize responsibilities, work independently and collaboratively with staff and volunteers in a fast-paced environment, and effectively communicate with staff, volunteers and residents at multiple sites in a culturally sensitive way.
• Strong interpersonal skills with the ability to successfully navigate challenging conversations among and build consensus with people from diverse racial, ethnic, socioeconomic, and gender backgrounds.
• Ability to manage and lead a project from beginning to end with minimal oversight.

The Center operates in three regions of the County:
Wheaton, Gaithersburg, and East County. The selected applicant for this position will work primarily at the Gilchrist Center’s East County site. As a core member of the Gilchrist Immigrant Resource Center management team, you will jointly manage the operations and programs to maintain consistency and quality of services. Responsibilities include, but are not limited to:

• Manage the operations of the Gilchrist Center in the East County region, ensuring that programs and services are meeting the needs of the clients.
• Provide supervision to part-time hourly and merit staff, contractors and/or volunteers.
• Implement and promote programs and services offered in the assigned region, including outreach, communications and partnership development.
• Manage and develop basic computer literacy programs for all Gilchrist Center locations, including recruiting, training and supervising volunteers to teach classes, conducting needs assessments, assessing the effectiveness of the program, adjusting class offerings as appropriate, managing registration and related databases, and revising/developing teaching materials.
